Reminder to Upstream Operators to Select Declaration Month under ERCB Directive 076: Operator Declaration Regarding Measurement and Reporting Requirements
On December 16, 2009, the Energy Resources Conservation Board (ERCB) issued Bulletin 2009-45: New ERCB Directive 076: Operator Declaration Regarding Measurement and Reporting Requirements announcing the release of Directive 076, which became effective on January 4, 2010. In Section 2 of this directive it states that the ERCB will permit operators some latitude in choosing a declaration month that is most convenient for the operator. The ERCB Production Audit Team (PAT) will honor a request for a preferred declaration month if the request is received before the end of the first year following the effective date of this directive or, for a new operator, before the end of the first year of operation. In the absence of a request for a preferred declaration month, the ERCB will assign a month for the operator. Once the operator’s declaration month has been chosen, whether by the operator or by the ERCB, it can be changed only by request in writing to the ERCB. The ERCB reserves the right to approve or deny such a request.
For operators that began submitting volumetric data to the Petroleum Registry of Alberta prior to January 4, 2010, the beginning of the 12 month period in which those operators must submit their first declaration under Directive 076 is January 4, 2011, and continues through the 2011 calendar year. As outlined in the directive, operators are to submit their declarations to the ERCB in the month following the end of their selected declaration month.
Operators that have not yet selected their declaration month should do so by January 3, 2011, by contacting the PAT member assigned to them and informing them of the preference. Operators can determine who their assigned PAT member is by logging onto the DDS system and selecting the EPAP option. Operators that have not selected their declaration month by January 3, 2011, will be assigned a declaration month by the ERCB PAT in January 2011.
