Take Notice that the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV) may continue to process these applications without further notice if no submissions are received on or before March 7, 2003.

Nature of Application No. 1283973

Solex Gas Processing Corp. (Solex) submitted an application in accordance with Section 39 (1)(b) of the Oil and Gas Conservation Act for approval to modify its existing Harmattan-Elkton sour gas plant located at Legal Subdivision (LSD) 9, Section 27, Township 31, Range 4, West of the 5th Meridian. Solex proposes to install two new 1660 kilowatt (kW) compressors at the Harmattan-Elkton sour gas plant (approximately 27 km west of Didsbury and 15 km north of Cremona). The plant has a raw gas inlet processing capacity of 13,900 x 103 cubic meters per day of gas. The total sulphur inlet to the plant is at 82.7 tonnes (metric) per day of sulphur.

Sulphur emissions at the plant are up to 1.1 tonnes per day at maximum plant capacity based on an approved sulphur recovery efficiency of 98.6 per cent on a quarterly calendar reporting basis. The Harmattan-Elkton sour gas plant's capacity and sulphur emission limits will remain unchanged.

In addition, Solex submitted an application in accordance with Part 4 of the Pipeline Act for approval to construct and operate two parallel natural gas pipelines (each with a maximum outside diameter of 610-millimetre {mm}) installed in a common right-of-way 8.7 kilometres (km) long, between the Nova Gas Transmission Ltd. (NGTL) Western Alberta System at LSD 1-23-31-5W5M, and the Solex Harmattan-Elkton sour gas plant. The purpose of the pipelines is to allow Solex to reprocess up to 12,690 x 103 cubic meters per day of natural gas off the NGTL system for the purpose of extraction of natural gas liquids, and to return the processed gas to the NGTL system.

Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.

EPEA APPLICATIONS

In accordance with the Environmental Protection and Enhancement Act, Solex Gas Processing Corp. has applied to Alberta Environment for:

Application No. 014-10154 - an amendment to an existing approval to install two new 1660 kW compressors at the Harmattan-Elkton sour gas plant located at LSD 9-27-31-4W5M. The plant has a raw gas inlet processing capacity of 13,900 x 103 cubic meters per day of gas. The total sulphur inlet to the plant is at 82.7 tonnes (metric) per day of sulphur.

Application No. 001-191282 – an approval to construct two parallel 610 mm pipelines installed in a common right of way 8.7 km long, between the NGTL Western Alberta System at LSD 1-23-31-5W5M and the Solex Harmattan-Elkton sour gas plant. The purpose of the pipelines is to allow Solex to reprocess up to 12,690 x 103 cubic meters per day of natural gas off the NGTL system for the purpose of extraction of natural gas liquids, and to return the processed gas to the NGTL system. 

Pursuant to section 73 of the Environmental Protection and Enhancement Act, any person who is directly affected by these operations may submit a written statement of concern regarding these applications. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Such a statement of concern must be submitted to:

Statements of concern must be submitted within 30 days from the date of this advertisement. Please quote Application No. 014-10154 when submitting a statement of concern in regards to the Environmental Protection and Enhancement Act application for the sour gas plant and Application No. 001-191282 for the pipeline application.
