NOTICE OF APPLICATIONS
CANADIAN NATURAL RESOURCES LIMITED
APPLICATIONS FOR NEW PRIMARY RECOVERY SCHEMES
ARDMORE AREA
COLD LAKE OIL SANDS AREA
APPLICATIONS NO. 1081995, 1081996 AND 1082375

Take Notice that the Alberta Energy and Utilities Board (EUB) may continue to process the subject applications without further notice if bona fide objections are not received on or before July 26, 2004. Note that these applications were previously advertised by the EUB in September 2002.

Nature of Application

Canadian Natural Resources Limited (CNRL) applied pursuant to section 10 of the Oil Sands Conservation Act for approval to construct and operate three new schemes, for the recovery of crude bitumen from the Mannville Group in the Cold Lake Oil Sands Area.

Application No. 1081995: the North half of Section 10 of Township 62, Range 4, West of the 4th Meridian (62-4 W4M).

Application No. 1081996: the South half of Section 36 of Township 61, Range 4, West of the 4th Meridian (61-4 W4M).

Application No. 1082375: the Northwest quarter of Section 6 of Township 62, Range 3, West of the 4th Meridian (62-3 W4M), the North half of Section 1 and Southwest quarter of Section 12 of Township 62, Range 4, West of the 4th Meridian (62-4 W4M).

In the application areas noted above, CNRL is requesting that the drilling spacing units be reduced from 64 hectares to 4 hectares with wells drilled or to be drilled within the application areas having a minimum interwell distance of 100 metres and a project boundary buffer of 50 metres. A reduction in the drilling spacing unit would facilitate CNRL's intent to drill multiple wells within the area of these applications. Individual applications for well licences would be filed with the EUB and assessed through a separate process than this process.

CNRL is proposing to truck the fluid associated with these projects (24 hours a day) to the Beartrap Processing Facility located at LSD 9, Section 15, Township 60, Range 4, West of the 4th Meridian.

To File a Submission

Any person intending to file a submission shall file on or before July 26, 2004. To file a submission, send two copies to the applicant at the name and address above and twelve copies of the submission to the attention of:

Notes

Any submission filed shall contain information detailing:

  1. the desired disposition of the application,

  2. the facts sustaining the position of the submitter,

  3. the reason why the submitter believes the Board should decide in the manner advocated, and

  4. how the proposed project, if approved, may directly and adversely affect the submitter.

The EUB acknowledges that several parties filed submissions when these applications were originally advertised in 2002. As an extended period has passed between the original notice and this date, and given the extensive effort by the community and CNRL to resolve concerns in that intervening period, the EUB asks that any previous submitter also advises as to the current status of their concerns.

Submissions relating exclusively to compensation for land usage are not dealt with by the EUB, but may be referred to the Alberta Surface Rights Board.
