The above-referenced eleven applications are currently under review by the Energy Resources Conservation Board (ERCB/Board). The applications are for licences to drill eleven wells from the above-referenced six surface locations in the Tomahawk and Pembina area to produce crude oil from the Nisku Formation with a maximum anticipated hydrogen sulphide (H2S) concentration of 16%. A map has been attached for reference.
The ERCB anticipates holding one or more public hearings to consider these applications in the near future. In advance of the potential hearing(s), the ERCB would like to invite all interested parties to attend an Information Session on hearing-related processes and to facilitate preparation for the potential hearing(s). Please note that ERCB staff will not discuss the specifics and merits of any of Highpine’s applications at this Information Session, but rather will offer information intended to enable the public to engage effectively in the hearing process.
Two Information Sessions times will be held on Wednesday, March 12, 2008, at 1:30 pm and at 7:00 pm at the Tomahawk & District AgriCentre, 51122 Secondary Highway 759, Tomahawk, Alberta
Among other options, the Board is considering hearing all of the above-referenced applications at a single proceeding. The Board views that this approach may be appropriate given that the applications in question are all from the same applicant (Highpine); the applications are for wells within the same general area and with technical similarities; the wells would have some overlapping emergency planning zones; and concerns about the proposed wells appear to be shared by parties in the area.
Generally, the Board sees value in considering energy development on a broader, area-wide basis and encourages applicants to take this approach. In this particular situation, the Board is seeking community input on the proposal to consider the above-referenced applications at a single hearing. This will be discussed further at the Information Sessions.
