Liability Management Programs—Licence Liability Submission
The Alberta Energy and Utilities Board (EUB) issued Directive 006: Licensee Liability Rating (LLR) Program and Licence Transfer Process and Directive 024: Large Facility Liability Management Program on September 20, 2005. Those directives require site-specific liability estimates to be used in the EUB’s liability management programs for gas processing facilities in the LLR Program and for all facilities included in the Large Facility Liability Management Program (LFP).
The EUB is pleased to announce that electronic submission of the Facility Liability Declaration Form will be available through the EUB’s Licence Liability Submission system, on the Digital Data Submission (DDS) page of the EUB Web site www.ercb.ca, commencing June 26, 2006. The Licence Liability Submission system must be used to submit site-specific facility liability estimates by the specified deadline dates outlined in Directives 006 and 024.
A licensee of a 10-well-equivalent or 20-well-equivalent gas plant must electronically submit a complete Facility Liability Declaration Form for each facility included in the LLR Program by September 22, 2006. A licensee of a 40-well-equivalent gas plant must electronically submit an initial site-specific facility liability estimate by October 27, 2006.
LFP licensees must also electronically submit updated liability estimates as required by Directive 024. For licensees that submitted a Type D liability estimate in October 2005, these liability estimates must be updated no later than October 27, 2006.
The Licence Liability Submission system may also be used at any time during the year to update site-specific liability estimates. Licensees are reminded to check submission deadline (liability override expiry) dates through the LLR system on DDS.
Licensees must retain a hard copy of the signed Facility Liability Declaration Form for audit. The EUB will be selectively auditing these liability estimates; licensees must provide supporting documentation upon request. Information submitted electronically will remain confidential and will only be used for the purposes of the EUB’s liability management programs.
Digital Data Submission
Access to the Licence Liability Submission system is available through the DDS page on the EUB’s Web site. All applicants must have a company administrator login identification (ID). Each company administrator is responsible for assigning security access to this system for the individuals who will be submitting liability information.
