Integrated Application Program (IAP) Electronic Submission of Applications and IAR Query Upgrades — Release 5.0 and Future Development

1 Release 5.0

On August 26, 2006, the Alberta Energy and Utilities Board (EUB) will be undertaking a major streamlining of the Electronic Application Submission (EAS) and Integrated Application Registry (IAR) Query systems. This change is to stabilize the current production systems, improve performance, and reduce errors during the application submission process. Since the technology changes implemented with Release 4.0 on September 24, 2005, EAS and IAR Query system users have faced many business and technical challenges. There were significant impacts on the systems, which our implementation team has been working diligently to mitigate. After considerable effort, Release 5.0 will significantly improve system stability and address most of the known errors identified with Release 4.0. In addition to resolving many of the stability concerns, some other notable improvements are

  • the ability to upload attachments greater than 40 MB on EAS,
  • the ability to search IAR Query on a disposition date range,
  • an enhancement to Schedule 4.3 to accommodate the identification of more than five formations contributing to the potential hydrogen sulphide (H2S) release rates, and
  • enhancements to the energy development category type code (B001).

With the migration to the upgraded system, all unregistered submissions with the status of “Incomplete,” “Upload Attachments,” or “Register Application” will be deleted from the EAS system on August 26, 2006. Therefore, all submissions with these statuses on EAS will need to be registered by noon on August 25, 2006. Please note that the EAS and IAR Query systems will be unavailable during the weekend of August 26 and 27, 2006.

2 Future Development

2.1 Electronic Proceeding Submission

The EUB has completed the initial analysis and will begin the detailed design and development work for the Electronic Proceeding Submission (EPS) module of the Integrated Application Program (IAP). The EUB will be implementing EPS in 2007 for the Utilities Branch to facilitate the electronic exchange of proceedings documentation among all stakeholders involved in complex applications.
This module of the system will include the following major functions:

  • electronic registration of interveners on the EUB Web site through Digital Data Submission (DDS), with the ability to view registered parties on IAR Query,
  • management of the regulatory schedule for an electronic proceeding,
  • submission of information requests and responses by applicants and interveners on Web-based forms via DDS with system notification to appropriate parties,
  • submission of evidence, argument, and other hearing-related information through the EUB Web site via DDS by the applicant and interveners,
  • management of hearing exhibits, and
  • multiple file download capability of information related to an electronic proceeding from IAR Query.

2.2 Spacing Initiative

The Resources Applications Group will commence the analysis phase of an enhanced version of the electronic submission of spacing applications in 2006. Efficiencies in the spacing application process are anticipated through more on-line application validation and the use of GIS technology.
