Implementation of Revised Processes for the Management of Commingling of Production from Two or More Pools in the Wellbore

On August 8, 2006, the Alberta Energy and Utilities Board (EUB) issued Bulletin 2006-28: Changes to the Management of Commingling of Production from Two or More Pools in the Wellbore . That bulletin announced the EUB’s decision that there will be three processes available to manage the commingling of production in the wellbore:

  • development entity (DE)
  • self-declared commingling
  • applications in accordance with EUB Directive 065: Resources Applications for Conventional Oil and Gas Reservoirs

Bulletin 2006-28 also set out the formations and areas of the initial two DEs to be established.

As stated in Bulletin 2006-28 , implementation of the approved changes will be phased in during the remainder of 2006. The EUB will issue bulletins to confirm when the new processes become effective. Until implementation is confirmed, commingling approval must be obtained in accordance with the existing Directive 065 commingling notification or application processes.

The table below sets out the planned initial implementation schedule. These target dates are subject to available staff resources, budget, and competing regulatory priorities within the EUB. Updates to the schedule will be provided on an ongoing basis as they become available.

Some of the processes associated with this initial implementation are interim in nature and are expected to evolve as full implementation occurs in the next two to three years. Key areas that require further review and the development of enhanced information systems include data collection and surveillance/compliance.
