REPORTING REQUIREMENTS FOR THE S-25 MONTHLY OILFIELD WASTE MANAGEMENT FACILITY STATEMENT

The Alberta Energy and Utilities Board (EUB) has developed a directive that sets out the requirements for reporting waste receipts and dispositions at oilfield waste management facilities on the S-25 Monthly Oilfield Waste Management Facility Statement (S-25). The requirements in Directive 047: Reporting Requirements for the S-25 Monthly Oilfield Waste Management Facility Statement take effect on January 1, 2007.

Background

Although EUB Directive 058: Oilfield Waste Management Requirements for the Upstream Petroleum Industry, published in 1996, directs certain types of oilfield waste management facilities to report using the S-25 statement, it does not describe how to fill it out. As well, the reporting for some existing facilities has changed since 1996 as a result of the inception of the Petroleum Registry of Alberta. In addition, new types of facilities have evolved, making it necessary to develop the reporting requirements set out in Directive 047

Reporting Requirements

The objectives of Directive 047 are to

  • provide direction on how to complete an S-25 statement for waste receipt and disposition,
  • establish reporting requirements for surface facilities associated with standalone class 1a and 1b waste disposal wells that are consistent with the Petroleum Registry reporting requirements while enabling the tracking and reporting of waste streams,
  • establish reporting requirements for oilfield waste caverns, and
  • establish additional reporting codes to enable more accurate reporting of wastes.

EUB approval holders for oilfield waste processing facilities, surface facilities associated with stand-alone class 1a and 1b disposal wells, oilfield waste caverns, and other facilities required to report on the S-25 statement as a condition of their approval to operate will be required to comply with the provisions of this directive.
