New Edition of CSA Standard Z662: Oil and Gas Pipeline Systems
The Alberta Energy and Utilities Board (EUB) is informing all oil and gas licence holders and operators that in June 2007 the Canadian Standards Association (CSA) issued CSA Z662-07: Oil and Gas Pipeline Systems, which is the latest edition of the CSA Z662 standard and supersedes all previous editions. In accordance with Section 9 of the Pipeline Regulation, CSA Z662-07 is now in effect, except as otherwise specified by the Pipeline Regulation. Licensees and operators must comply with the Pipeline Regulation.
The preface of the 2007 edition lists the most significant changes relative to the previous edition and should be carefully reviewed by users. The changes include the following:
- In Clauses 4 and 6, requirements for horizontal directional drilling have been added.
- In Clause 9, requirements for performance and selection of external pipeline coatings have been added.
- In Clause 10, requirements have been added for a documented safety and loss management system, leak detection for oilfield water pipelines, record retention for abandoned pipelines, and liaison with entities proposing excavation in the vicinity of a pipeline. The requirements for engineering assessment have been expanded, and the requirements for crossings, temporary repairs, and maintenance welding have been modified.
- In Clause 13, the requirements for reinforced composite pipes, thermoplastic-lined pipelines, and gas-gathering, multiphase, low-vapour-pressure, or oilfield-water-service polyethylene pipelines have been modified.
- Clause 16 has been added to consolidate requirements for sour service pipelines (including the previous mandatory Annex M).
- Clause 17 has been added to provide requirements for composite-reinforced steel pipelines for non-sour service.
- Annex A has been added to provide a recommendation for a safety-and-loss management system that conforms to the requirements of Clause 10.
- Annex I (non-mandatory) has been added to provide alternative provisions for oilfield steam distribution pipelines based on ASME B31.3 design methodology.
- Annex M (non-mandatory) has been added to provide guidelines for integrity management for gas distribution systems.
- Annex N has been added to provide requirements for pipeline integrity management programs, which are mandatory for sour service pipelines and were adopted by the EUB in July 2006 for all pipelines.
- Annex O has been added to provide an alternative pipeline design methodology for non-sour natural gas pipelines based on hazard assessment and life-cycle reliability targets.
