Update Regarding Directive 071: Emergency Preparedness and Response Requirements for the Upstream Petroleum Industry and the Upstream Petroleum Incident Support Plan
This bulletin provides important information for licensees regarding Alberta Energy and Utilities Board (EUB)
Directive 071: Emergency Preparedness and Response Requirements for the Upstream Petroleum Industry
(2003) and the Emergency Management Alberta Upstream Petroleum Incident Support Plan (2002).
In July 2007, the Alberta Emergency Management Agency released the Petroleum Industry Incident Support Plan, which is available on its Web site http://aema.alberta.ca. This document replaces the
Upstream Petroleum Incident Support Plan
and has been revised for consistency with the draft revision of
Directive 071
.
The revised
Directive 071
, planned for publication in spring 2008, includes changes to the method of determining the classification level of an incident. The EUB confirms or determines an incident level using its Assessment Matrix for Classifying Incidents. The same matrix as contained in the revised
Directive 071
is also included as Annex F in the
Petroleum Industry Incident Support Plan
(July 2007).
However, until the revised
Directive 071
is published, licensees are required to use the 2003 edition of Directive 071.
- In accordance with Section 3.1.1 of
Directive 071
(2003), licensees must use Table 2: Criteria Matrix for Classifying Incidents to initially determine an incident level and must take the responses defined in Table 3.
- In accordance with Section 2.2.2.2 of
Directive 071
(2003), licensees must identify roles and responsibilities of responders in their emergency response plans.
