Revised Edition of Directive 017: Measurement Requirements for Upstream Oil and Gas Operations
The new sections described below and clarifications for the existing six sections of Alberta Energy Utilities Board (EUB) Directive 017: Measurement Requirements for Upstream Oil and Gas Operations are incorporated into the revised edition of the directive and are effective December 5, 2007. This directive is being developed in stages, with new sections added as they become available, due to the complexity of consolidation, clarification of existing requirements, and updates to meet current technological advancements and the operating environment.
Clarifications in Sections 1 to 6
Clarification of Section 5.3
The phrase in Section 5.3 has been changed from “approval is required” to “is allowed without approval”: “Mixing of wells with EFM systems and wells using extended cycle paper charts within the same battery is allowed without approval from the EUB.”
Sections 1 to 6
All changes and clarifications for Sections 1 to 6 through May 2007 appear in red type and those since May in blue type in a special version of Directive 017 available only on the EUB Web site www.ercb.ca.
New Sections
Section 4.3.4.5: Alternative Chart Reading Technology
This section presents the requirements for alternative methods, other than the conventional manual method, developed to read orifice meter charts.
Sections 5.7: Gas Effluent Wells Exemption and Reduction for Testing Frequency
This section has been transferred from the existing Directive 004: Determination of Water Production at Gas Wells to Directive 017 with some clarifications.
Section 7: Gas Proration Batteries
This section presents the requirements and exceptions for gas proration batteries in the upstream oil and gas industry that are used in determining volumes for reporting to the ERCB.
Section 8: Gas and Liquids Sampling and Analysis
This section presents the requirements and exceptions for gas and liquids sampling and analysis in the upstream oil and gas industry that are used in determining volumes for reporting to the ERCB.
