Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Applications No. 1087034, 1269026 and 1270201 at the Pincher Creek Community Hall, 287 Canyon Drive, Pincher Creek, Alberta, to commence on Tuesday, November 26, 2002, at 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of Application 1087034
Shell Canada Limited submitted an application in accordance with Section 2.020 of the Oil and Gas Conservation Regulations (OGCR) for a licence to drill a critical sour gas well from a surface location in Legal Subdivision (LSD) 2 of Section 8, Township 4, Range 30, West of the 4th Meridian to a bottom hole location in LSD 16-12-4-1W5M. The purpose of the applied for well is to obtain sour gas production from the Livingstone Formation. The maximum hydrogen sulphide (H2S) content would be approximately 374 moles per kilomole (mol/kmol) (37.4 per cent) and the cumulative drilling H2S release rate would be 13 cubic metres per second. ExxonMobil has developed an emergency response plan and conducted notification and consultation for an emergency planning zone radius of 4 kilometres.

Shell applied in accordance with Part 4 of the Pipeline Act and Guide 56, for a permit to construct and operate four pipelines as described below:
A temporary pipeline for the purpose of in-line testing, 450 metres (m) in length with an outside diameter (OD) of 168.3 millimetres (mm), from a surface location in LSD 2-8-4-30 W4M to a tie-in point at an existing pipeline in LSD 16-1-4-1W5M. The purpose of the proposed pipeline would be to transport sour natural gas with an H2S content of 374.0 mol/kmol during the testing of the well. This pipeline would be classified as level-1 pipeline with regard to setbacks.
A permanent pipeline, 450 m in length with an OD of 168.3 mm, from a surface location in LSD 2-8-4-30W4M to a tie-in point at an existing pipeline in LSD 16-1-4-1W5M. The purpose of the proposed pipeline would be to transport sour natural gas with an H2S content of 374 mol/kmol. This pipeline would be classified as level-2 pipeline with regards to setbacks.
A pipeline liner, 2000 m in length with an OD of 61.0 mm to be pulled through a portion of an existing pipeline from LSD 10-36-3-1W5M to an existing pipeline tie-in point in LSD 16-1-4-1W5M. The purpose of this pipeline would be to transport sweet fuel gas, to the subject line below, and ultimately to supply fuel gas to the proposed well site surface facility.
A fuel gas line, 450 m in length with an OD of 60.3 mm, from LSD 16-1-4-1W5M to a surface location in LSD 2-8-4-30W4M. The purpose of the proposed pipeline would be to transport sweet fuel gas, as a continuation to the fuel gas line above to supply fuel gas to the proposed well site surface facility.
In addition, Shell applied on April 26, 2002, pursuant to Section 7.001 of the OGCR, for approval to construct and operate a well site facility in LSD 2-8-4-30W4M. This facility would contain a line heater, emergency flare stack and associated valves, piping and metering equipment.

Shell applied for a special drilling spacing unit for the production of Rundle gas from fractional Section 8-4-30 W4M.

Notes
Any submissions filed shall contain information detailing:
(i) the desired disposition of the applications;
(ii) the facts substantiating the position of the submitter;
(iii) the reasons why the submitter believes the EUB should decide in the manner advocated; and
(iv) how the proposed project, if approved, may directly and adversely affect the submitter.
If you have an interest in this matter, you are required to make a submission with respect to these applications even if you have previously filed a submission with the Board or with Shell on these applications.
If there are no submissions received, this hearing may be canceled and the EUB will continue to process the applications without further notice or without a hearing.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.
Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
