NOTICE OF APPLICATION
HUSKY OIL OPERATIONS LIMITED
COLD LAKE OIL SANDS AREA
TUCKER LAKE IN-SITU OIL SANDS PROJECT
APPLICATION NO. 1293273
Take notice that the Alberta Energy and Utilities Board (EUB) may continue to process this application without further notice if no submissions, for or against, are received with respect to Application No. 1293273 on or before January 27, 2004.
Nature of the Application
Husky Oil Operations Limited (Husky) has applied to the EUB for approval to construct and operate a steam-assisted gravity drainage (SAGD) project in the Tucker Lake area. The proposed thermal project is located approximately 40 kilometers (km) northeast of Bonnyville, Alberta, on a portion of Oil Sands Lease 7400040042, in Township 64, Range 4, West of the 4th Meridian. The central facilities would be located in the northwest quarter of Section 28, Township 64, Range 4, West of the 4th Meridian. The project is expected to recover some 39.75 million cubic meter (250 million barrels) of crude bitumen over 25 years from the initial development area. The development area consists of approximately three sections, including the majority of Section 28, 29, 32 and north half of Section 21, in Township 64, Range 4, West of the 4th Meridian. The project would have a peak production rate of 4,770 m3 per day (30,000 barrels per day) of bitumen.
The major components of the proposed Tucker Lake Project are:
the drilling of multiple horizontal wells from pads, associated injection and production pipelines, and road access;
a plant site with steam generation, water treatment, water recycle, bitumen and product handling, fuel gas and bitumen pipelines, storm water storage and reclamation material storage; and
brackish water source wells and waste water disposal wells.
In support of the proposal, Husky has prepared and submitted Application No. 1293273 to the EUB, pursuant to Section 10 of the Oil Sands Conservation Act, for authorization of the proposed development of the Tucker Lake Project. In support of its proposal and as part of its application to the EUB, Husky has also prepared and submitted an Environmental Impact Assessment report to Alberta Environment.
