AMENDED NOTICE OF HEARING
APPLICATION NO. 1283973
SOLEX GAS PROCESSING CORP.
APPLICATION FOR A LICENCE FOR PIPELINES
HARMATTAN-ELKTON FIELD

Take Notice that Solex Gas Processing Corp. (Solex) has amended the above application. Solex originally proposed to install two new 1660-kilowatt (kW) compressors at the Harmattan-Elkton sour gas plant. These compressors were required for the purpose of extracting sweet natural gas from the Nova Gas Transmission Ltd. (NGTL) Western Alberta System, to process it by removing the natural gas liquids at the plant before reinjecting the gas into the NGTL system. After reviewing the current plant operations, Solex determined that two existing 1492-kilowatt compressors were surplus to the current operations and would be suitable for the proposed extraction and reinjection of the natural gas from the NGTL system. As such, Solex is no longer proposing any major physical changes to the Harmattan-Elkton sour gas plant that would require an amendment to its Alberta Energy and Utilities Board (EUB) approval. However, Solex is still applying for the pipelines it proposes to construct between the Harmattan-Elkton sour gas plant and the NGTL system.

And Further Take Notice that the EUB will hold a public hearing of Application No. 1283973 at Govier Hall in the EUB Calgary office, 640 5th Avenue SW Calgary, Alberta commencing on Tuesday October 28, 2003, at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.

NOTE: Any statements filed regarding this application becomes part of the public record and are accessible by the public.

In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses at the hearing must give evidence under oath or affirmation.

Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.

If no objections are received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.

Nature of Amended Application No. 1283973

Solex submitted an application in accordance with Part 4 of the Pipeline Act for approval to construct and operate two parallel natural gas pipelines (each with a maximum outside diameter of 610-millimetre (mm)) installed in a common right-of-way 8.7 kilometres (km) long, between the NGTL Western Alberta System at Legal Subdivision (LSD) 1 Section 23, Township 31, Range 5, West of the 5th Meridian, and the Solex Harmattan-Elkton sour gas plant. The purpose of the pipelines is to allow Solex to reprocess up to 12,690 x 103 cubic meters per day of natural gas off the NGTL system for the purpose of extraction of natural gas liquids, and to return the processed gas to the NGTL system.

The Solex Harmattan-Elkton sour gas plant (located approximately 27 km west of Didsbury and 15 km north of Cremona) has a raw gas inlet processing capacity of 13,900 x 103 cubic meters per day of gas. The total sulphur inlet to the plant is at 82.7 tonnes (metric) per day of sulphur. Sulphur emissions at the plant are up to 1.1 tonnes per day at maximum plant capacity based on an approved sulphur recovery efficiency of 98.6 per cent on a quarterly calendar-reporting basis. The Harmattan-Elkton sour gas plant's capacity and sulphur emission limits will remain unchanged.
