SUNCOR ENERGY INC.
VOYAGEUR SOUTH PROJECT

Application No. 1520587 was submitted to the Alberta Energy and Utilities Board (EUB), prior to January 1, 2008. Effective January 1, 2008, the EUB was replaced by the Energy Resources Conservation Board (ERCB) and the Alberta Utilities Commission (AUC). In accordance with the transition provisions of the Alberta Utilities Commission Act, Application No. 1520587 will be processed by the ERCB.

Take Notice that Suncor Energy Inc. (Suncor) has made an application to the Energy Resources Conservation Board (ERCB) and Alberta Environment (AENV) for approval to construct, operate, and reclaim an oil sands surface mine, associated bitumen extraction facilities, and supporting infrastructure (Voyageur South Project) located adjacent to and integrated with Suncor’s current operations in the Fort McMurray area. 

The proposed Voyageur South Project would produce about 19 080 cubic metres per day
(120 000 barrels per day) of bitumen over an approximate 40-year period and would support Suncor’s production target of 79 500 to 87 450 cubic metres per day (500 000 to 550 000 barrels per day) of synthetic crude product. The Voyageur South Project would be located north of Fort McMurray on the west side of Highway 63, about 3 kilometres south of Suncor’s existing oil sands operations. The project footprint would be located in Townships 90 to 92 and Ranges 9 to 11, West of the 4th Meridian, primarily on Suncor’s Lease 23, with the remaining portions on Suncor Fee Lot 2, Oils Sands Permits 0390 and 0391. Commencement of production from the proposed Voyageur South Project is proposed to be as early as 2011. The project would also include modification of the Voyageur Upgrader to include heat integration with the Voyageur South Project and changes to the coke disposal plans.

Nature of the Application
In support of the proposal, Suncor has prepared and submitted the following:
• Application No. 1520587 to the ERCB, pursuant to Sections 10, 11, and 13 of the Oil Sands Conservation Act, to construct, operate, and reclaim an oil sands mine and associated bitumen extraction facilities.
• Application No. 53-94 to AENV, under the Environmental Protection and Enhancement Act (EPEA), for construction, operation, and reclamation of the Voyageur South Project.
• Application (File No. 00245159) to AENV, under the Water Act, for water diversion in the course of mine development, operation, and reclamation for the collection, impoundment, and diversion of surface and groundwater, and for watercourse crossings during the construction, operation and reclamation phases of the Voyageur South Project.

These applications share a common environmental impact assessment (EIA) report, which Suncor has prepared and submitted to the Director, Environmental Assessment, Northern Region. The EIA report forms part of the application to the ERCB.

To File a Statement of Concern

Under Section 73 of EPEA and Section 109 of the Water Act, any person who is directly affected by the EPEA applications or the Water Act application may submit a written statement of concern. Statements of concern under EPEA and the Water Act must be submitted by April 11, 2008. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 53-94 (EPEA) or File No. 00245159 (Water Act) when submitting a statement of concern. If no statements of concern are received, the EPEA and Water Act applications may be approved without further notice. Please submit your statement to
