Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Proceedings No. 1454558 & 1454563 at the Holiday Inn Red Deer, 6500 67th Street, Red Deer, Alberta, commencing on Thursday, May 18, 2006 at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of Proceeding No. 1454558
On December 20, 2005, the Board approved Application No. 1416002 and issued well licence 0346274 to Arkoma, Inc. (Arkoma). The licence would permit Arkoma to drill a vertical well from a surface location at Legal Subdivision (LSD) 4, Section 35, Township 38, Range 27, West of the 4th Meridian. The purpose of the well would be to obtain gas with a hydrogen sulphide (H2S) concentration of 0 moles per kilomole (0 per cent) from the Mannville Group. On January 16, 2006, the EUB received a letter from the City of Red Deer requesting that the Board conduct a review hearing relating to well licence 0346274, pursuant to Section 40 of the Energy Resources Conservation Act. On March 27, 2006, the Board granted the request for a review hearing. The purpose of the review hearing is to determine whether the Board should confirm, vary, or rescind its decision to grant well licence 0346274.
Nature of Proceeding No. 1454563
On December 20, 2005, the Board approved Applications No. 1412475 and 1422327 and issued well licence 0346273 and pipeline licence 46813 to Advantage Oil & Gas Ltd. (Advantage). Licence 0346273 would permit Advantage to drill a vertical well from a surface location at LSD 2-13-38-27 W4M. The purpose of the well would be to obtain gas with an H2S concentration of 0 per cent from the Edmonton Group. Licence 46813 would permit Advantage to construct and operate a pipeline for the purpose of transporting natural gas with an H2S concentration of 0 per cent from LSD 2-13-38-27 W4M to a compressor station located at LSD 11-13-38-27 W4M. On January 16, 2006, the EUB received a letter from the City of Red Deer requesting that the Board conduct a review hearing relating to well licence 0346273 and pipeline licence 46813, pursuant to Section 40 of the Energy Resources Conservation Act. On March 27, 2006, the Board granted the request for a review hearing. The purpose of the review hearing is to determine whether the Board should confirm, vary, or rescind its decision to grant well licence 0346273 and pipeline licence 46813.

Any person intending to make a submission with respect to the hearing of Proceedings No. 1454558 and/or 1454563 shall file on or before 4:00 p.m. on Thursday, May 4, 2006. Send one copy of your submission to the appropriate applicant at the name and address on the previous page and ten copies to:

Any reply submissions that Arkoma or Advantage wish to file responding to the interveners’ submissions must be filed with the Board and served on all parties who filed an intervener’s submission on or before 4:00 p.m. on Thursday, May 11, 2006.
Notes
Any submission filed shall contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener’s intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;
(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;
(c) if the intervener is represented by a representative, the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative;
(d) if the intervener is an unincorporated organization, the nature of the intervener’s membership.
If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the Board or with Arkoma, Inc. or Advantage Oil & Gas Ltd. on this application.
If there are no submissions received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.
Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
Note: In accordance with Section 12 of the Alberta Energy and Utilities Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record unless otherwise ordered by the Board.
