Take Notice that Synenco Energy Inc. (Synenco) has applied to the Alberta Energy and Utilities Board (EUB/Board) and Alberta Environment (AENV) for approval to construct and operate its Northern Lights upgrader and associated infrastructure with a capacity to produce a nominal 15,900 cubic metres per day of synthetic crude oil. The upgrader will be located in Sturgeon County, approximately 45 kilometres northeast of the city of Edmonton. Initial production is scheduled for 2010.
This Notice of Application is being distributed to advise interested persons that the applications are available, and that the EUB, AENV and other government departments will be undertaking review of the applications.
Nature of the Application
In support of their proposal, Synenco has prepared and submitted the following applications:
Application No. 1480989 to the EUB, pursuant to Section 11 of the Oil Sands Conservation Act. In support of its proposal and as part of this application to the EUB, Synenco has also submitted an Environmental Impact Assessment (EIA) report to AENV. The EIA report forms part of the application to the EUB.
Application No. 001-229135 to AENV, pursuant to the Environmental Protection and Enhancement Act (EPEA), to construct and operate a 15,900 cubic metres per day upgrader and associated infrastructure;
An application (File No. 00234914) to AENV, pursuant to Sections 37 of the Water Act, to authorize:
- site water management plans for the construction and operation of the upgrader.
- the diversion of up to 10,300,000 cubic metres of water per year from the North Saskatchewan River at 28-056-21-W4.
- the diversion of up to 652,000 cubic metres of water per year from plant site surface runoff at 28,32 and 33-056-21-W4.
Further Take Notice that pursuant to Section 73 of EPEA, and Section 109 of the Water Act, any person who is directly affected by EPEA Application No. 001-229135 or the Water Act application, may submit a written statement of concern to:

To File a Statement of Concern
Statements of concern under EPEA and the Water Act must be submitted by January 16, 2007. Failure to file a statement of concern may affect the right to file a Notice of Objection (on appeal) with the Environmental Appeal Board. Please quote Application No. 001-229135 (EPEA) or File No. 00234914 (Water Act) when submitting a statement of concern. If no statements of concern are received, the EPEA and Water Act applications may be approved without further notice.
Note that any statements filed regarding these applications are public records and are therefore accessible by the public.
