Take Notice that the Alberta Energy and Utilities Board (EUB) has received Application No. 1355480 and Alberta Environment (AENV) has received Application No. 009-68492. This notice is to advise of the filing of this application. Note that if no submissions are received on or before September 30, 2004 relating to the applications, the EUB and AENV may continue to process these applications without further notice.
Nature of the Application
EnCana Oil & Gas Partnership (EnCana) has applied pursuant to Section 13 of the Oil Sands Conservation Act for approval to expand the plant capacity of Phase I Foster Creek Commercial Project by an additional 4 800 cubic metres per day (m3/d) (30 000 barrels per day) for a total plant capacity of 10 075 m3/d. The proposed project would include:
- a central facility expansion consisting of four additional steam generators, gas separation, and emulsion treating,
- production of an additional 4 800 m3/d of bitumen using steam assisted gravity drainage (SAGD) as the recovery process in 2005, and
- amendment of existing and future well pad configuration to accommodate up to 25 well pairs per pad.
EnCana has also prepared an application under Section 67 under the Environmental Protection and Enhancement Act (EPEA) for the use of substances, releases, waste management, and conservation and reclamation of the proposed project.

Notes
Any submission filed shall contain the following:

Statements of concern under EPEA must be submitted by September 30, 2004. Failure to file a statement of concern may affect the right to File a Notice of Objection (on appeal) with the Environmental Appeal Board.
