NOTICE OF RE-OPENING OF HEARING

FORT HILLS STURGEON UPGRADER
Take Notice that the Energy Resources Conservation Board (ERCB/Board) held a public hearing of Application No. 1490956 at the Lakeview Inns and Suites in Fort Saskatchewan, Alberta, starting on Monday, June 23, 2008. On August 13, 2008, the Board requested additional information from Petro-Canada Oil Sands Inc. (PCOSI) on its proposal to construct one or more work camps on the proposed project site. On September 10, 2008, PCOSI filed its response. The Board finds that it is in the public interest to re-open the hearing for the limited purpose of hearing additional oral evidence and argument from the parties regarding PCOSI’s proposed work camps.
Therefore, Take Notice that the ERCB will re-open the public hearing of Application No. 1490956 at the Festival Place, 100 Festival Way, Sherwood Park, Alberta, commencing on Tuesday, October 21, 2008, at the hour of 9:00 a.m. The matters relating to the proposed work camp that will be considered include:
• Public consultation;
• Municipal development permit;
• Temporary services for water and sanitary sewer;
• Social Services;
• Noise;
• Security;
• Safety and Emergency Response; and
• Benefit of the work camps.
All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Application
Petro-Canada Oil Sands Inc. (PCOSI) has applied, on behalf of the Fort Hills Energy Corporation and Fort Hills Energy L.P. (Fort Hills), to the ERCB (formerly the Alberta Energy and Utilities Board) and Alberta Environment (AENV) for approval to construct and operate the Fort Hills Sturgeon upgrader and associated infrastructure with a capacity to process 54 000 cubic metres per day of bitumen. The upgrader would be located in Sturgeon County, approximately 11 kilometres north of the city of Fort Saskatchewan, on all or part of Section 19, Township 56, Range 21, West of the 4th Meridian, and Sections 2, 3, 10, 11, 12, 13, 14, 15, 22, 23, 24, 25, 26, 27, Township 56, Range 21, West of the 4th Meridian.

Notes
Any submission filed must contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener’s intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;

In accordance with Section 40 of the Energy Resources Conservation Board Rules of Practice, witnesses must give evidence under oath or affirmation.
