Liability Management Programs
To protect Albertans from exposure to long-term industry abandonment and decommissioning liabilities.

Please note: Whenever the term "ERCB" is used, it is meant to refer to the ERCB and any former names held by the organization.

The ERCB is working collaboratively with government and industry stakeholders to develop and implement appropriate liability management programs for all energy sectors regulated by the ERCB. The ERCB recognizes its responsibility to Albertan's to protect the public from significant potential environmental issues and costs associated with abandonment and decommissioning of those sites that have been involved in petroleum resource recovery by ensuring licensee and owners are responsible for proper abandonment and decommissioning.

Strategies:

  • Develop mechanisms to ensure regular, open, and transparent reporting of all abandonment and decommissioning liabilities for energy sectors regulated by the ERCB.

  • Ensure the licensee will be responsible for decommissioning and abandonment liabilities through appropriate regulatory requirements.

  • Promote/advocate progressive liability management by licensees/approval holders.

  • Ensure liability management related programs are current.

  • Screen licence or approval transfers to assess the risk posed to the orphan program and collect a financial security as may be required.

  • Expand rigorous licence liability monitoring capabilities to include all sectors regulated by the ERCB.
