Take Notice that the Alberta Energy and Utilities Board (the Board) will hold public hearings respecting the above Applications (the 2004 ENMAX/EPCOR Municipal Electric Service Applications). The Hearings on these matters will commence in the Board's 12th floor hearing room at 10055 106th Street, Edmonton, on September 12, 2003 at 9:00 A.M. with the Pre-Hearing Conference at which the Board will hear and consider administrative matters regarding the proceeding. Interveners must register by August 15, 2003 and must be present at the commencement of the Pre-Hearing Conference.

Nature of the Applications

ENMAX Power Corporation (ENMAX) and EPCOR Distribution Inc. (EPCOR) will file with the Board by October 1, 2003 their respective Distribution Tariff (DT) and Regulated Rate Tariff (RRT) applications for the 2004 test year. The ENMAX tariffs will apply to customers receiving electrical service within the ENMAX Calgary municipal service area and the EPCOR tariffs will apply to customers located within the EPCOR Edmonton municipal service area. The Applicants have indicated that portions of their applications may cover a multi-year period extending beyond 2004.

Each Applicant will be seeking the Board's approval of its DT that sets out its charges to retailers and self-retailers for the use of its distribution system to provide electrical energy to the retailer's customers and the Terms and Conditions of Service that govern the use of each Applicant's distribution system by retailers and customers. Each DT will include separate charges for transmission system access service and distribution system access service.

Customer choice of electricity supplier drives the need for a Distribution Tariff. In Alberta, customers may choose among retailers of electrical energy. In 2004, each retailer serving customers in the Calgary and Edmonton municipal service areas will pay the charges set out under the EUB-approved DT to use the distribution system to provide energy to that retailer's customers.

Each Applicant, as a default supplier, will also be seeking the Board's approval of its RRT that sets out the charges for energy and RRT service for eligible customers that have not contracted with a retailer for electrical energy supply. Eligible customers are small customers with annual consumption less than 250 MWh and all residential customers. All Farm and Irrigation Rate Class customers are also eligible, however, ENMAX and EPCOR have indicated that there are no Farm or Irrigation Rate Class customers within the ENMAX and EPCOR municipal service areas. The RRT sets out charges to eligible customers for energy consumed and the Terms and Conditions of Service pursuant to which each eligible customer will be served.
