NOTICE OF PRE-HEARING MEETING
APPLICATIONS NOS.
1426300, 1421996, 1421386, and 1421391

The Alberta Energy and Utilities Board (EUB/Board) has determined that there are a number of unresolved concerns expressed by local residents respecting the subject applications. The Board has further determined that a pre-hearing meeting would assist in setting the scope of the public hearing to be convened at a later date.

Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public pre-hearing meeting of Applications No. 1426300, 1421996, 1421386 and 1421391 at the Coast Terrace Inn, 4440 Gateway Blvd., Edmonton, Alberta, commencing on Thursday, February 16, 2006 at the hour of 9:00 a.m. This venue has been agreed to by all of the interested parties. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance. The matters to be considered include, but not limited to:

  • Establishing the scope and purpose of the hearing, including the need to hear all of the subject applications as a project, to hear only certain applications, and which issues are relevant to each application or the project;

  • Consideration of the standing of each of the intervening parties in connection with each application and/or to the entire project;

  • Consideration of local intervener funding in connection with each application and/or to the entire project;

  • Establishing the timing and location of the public hearing;

  • Identifying the procedures to be used in the hearing;

  • Identifying the participants and their roles in the hearing; and

  • Any other matters as necessary.

This pre-hearing meeting is not being convened to hear evidence or argument pertaining to the merits of this proceeding, related applications or objections. It is to obtain parties views on the topics listed above. Parties will be given an opportunity to present evidence, cross-examine witnesses, and make arguments regarding the merits of the applications at the public hearing. The EUB will hear submissions respecting the timing of the hearing at the pre-hearing meeting and will confirm the actual hearing dates afterwards.

Take Further Notice that EUB staff will hold an information session on Thursday, February 2, 2006 at 7:00 p.m. at the Coast Terrace Inn, 4440 Gateway Blvd., Edmonton, Alberta to explain to the EUB hearing process and the rules for intervener funding and to encourage the various interested parties to organize themselves so that they can best present their concerns to the Board. The merits of the applications will not be discussed at this information session. Attendance is recommended but not mandatory.

Nature of the Applications

Burlington Resources Canada Ltd. (Burlington) has applied pursuant to Section 2.020 of the Oil and Gas Conservation Regulations (the OGCR), for authorization to drill a Level 3 critical sour gas well. The well would have a surface location of Legal Subdivision 4, Section 34, Township 52, Range 26, West of the 5th Meridian (the 4-34 well). The purpose of the well would be to produce natural gas from the Leduc Formation. The maximum hydrogen sulphide (H2S) concentration would be 234.6 moles per kilomole (23.46 percent). The 4-34 well would have a maximum calculated emergency planning zone (EPZ) of 4.34 kilometres (km). The proposed well would be located approximately 16.8 km northwest of Hinton, Alberta.

Burlington has applied pursuant to Section 7.001 of the OGCR, to construct and operate a compressor at an existing well located at Legal Subdivision 10, Section 27, Township 52, Range 26, West of the 5th Meridian (the 10-27 compressor). The 10-27 compressor wattage would be 604 kilowatts and would have a maximum H2S content of 24 mol/kmol (24 per cent) with a corresponding EPZ of 3.2 kilometres.

Burlington has also applied pursuant to Part 4 of the Pipeline Act to construct and operate a sour gas pipeline to tie in the 4-34 well into the 10-27 compressor and to construct and operate a sweet fuel gas pipeline from the 10-27 compressor to the 4-34 well. The pipelines would be 1.75 km in length and would have outside diameters of 219.1 mm for the sour gas pipeline and 88.9 mm for the sweet fuel gas pipeline. The proposed sour pipeline would transport natural gas with a maximum H2S concentration of 240.0 moles per kilomole (24.0 per cent).

Filing a Submission Respecting the Pre-hearing Meeting

Filing of a written submission to the pre-hearing meeting of Application No. 1426300, 1421996, 1421386, and 1421391 with respect to the matters for consideration listed above is preferred, but is not required. Submissions may be made verbally at the pre-hearing meeting. However, if any person wishes to file a written submission at the pre-hearing meeting they must file on or before 4:00 p.m. on February 10, 2006. One copy of the submission is to be sent to Burlington and ten copies to Julia Fulford, Application Coordinator, at the addresses listed above.

Note: In accordance with Section 12 of the Alberta Energy and Utilities Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record unless otherwise ordered by the Board.
