Canadian Natural Resources Limited (CNRL) and Petrovera Resources Limited (Petrovera) have applied to the Alberta Energy and Utilities Board (EUB) for approval to construct and operate new schemes, and to amend existing schemes, for the recovery of crude bitumen from the Mannville Group in a total of 38¾ sections, as shown on the attached figure. The companies propose that the well spacing for the areas shown be reduced from 16 or 64 hectares to 8 hectares, that wells drilled or to be drilled within the scheme areas have a minimum interwell distance of 100 metres and that the schemes have a project boundary buffer of 50 metres. Additionally CNRL applied for licenses for 3 vertical wells and 52 wells to be drilled from 13 well pad sites in the locations shown on the attached figure. Petrovera obtained licenses for 3 vertical wells that have been drilled in the area of interest as shown on the figure, and has in addition applied for licenses for 9 vertical wells in the locations indicated.

The EUB has determined that there are a number of concerns respecting the applications which have not yet been resolved, and is prepared to consider the applications and related issues and concerns at one or more public hearings. However, before proceeding to schedule any public hearing, the EUB believes that a pre-hearing meeting to obtain information from interested parties would be useful.

Therefore Take Notice that the EUB will hold a Pre-hearing Meeting in relation to the applications at the Elk Community Centre, 4906 – 51 Street, Elk Point, Alberta, on Wednesday, June 26, 2002, commencing at 9:00 a.m.. The matters to be considered include: 

·                    whether the CNRL and Petrovera applications should be considered at a public hearing in a combined manner, or in a consecutive manner,

·                     the appropriate timing of a hearing and deadlines for filing interventions or submissions, and

·                     any other matters as necessary.

Filing of Submissions Respecting the Pre-Hearing Meeting

It is not necessary to file any written submissions prior to the Pre-Hearing meeting. Submissions may be made verbally at the Pre-Hearing meeting, however, if any person wishes to file a written submission at the Pre-Hearing meeting, a minimum of 15 copies of the complete submission should be provided to EUB staff at the Pre-Hearing meeting, and one copy to each of CNRL and Petrovera. Any party wishing to file a written submission prior to the Pre-Hearing meeting should send one copy of the submission to each of CNRL and Petrovera, at the addresses shown above, and one copy to
