Take Notice that Compton Petroleum Corporation has applied to the Alberta Energy and Utilities Board (EUB) for licences to drill six horizontal level-2 critical sour natural gas wells, for a reduced emergency planning zone, for an order to establish special well spacing, and for production facilities. A descriptive summary of the registered applications is included below.
Further Take Notice that the EUB has received a number of registration forms from interested parties who have expressed an interest in participating in a pre-hearing meeting regarding the subject applications.
Therefore the EUB will hold a pre-hearing meeting in relation to the above applications at the Royal Canadian Legion #154, Ogden Branch, 2625 - 78 Avenue S.E., Calgary, Alberta, on Thursday, October 23, 2003, commencing at 9:00 a.m. The matters to be considered include, but would not be limited to:
- establishing the scope and purpose of the hearing, including relevant issues to be examined;
- establishing the timing and location of the public hearing;
- identifying the procedures to be used in the hearing;
- identifying the participants and their roles in the hearing;
- discussing the funding of the participants; and
- any other matters as necessary.
Further Take Notice that the EUB's Notice of Pre-hearing Meeting has been sent directly only to those who have filed submissions in response to the EUB's Notice of Applications.
Further Take Notice that this pre-hearing meeting is not being convened to hear evidence or argument pertaining to the merits of these applications or objections. It is to obtain parties' views on the topics listed above. Parties will be given an opportunity to present evidence, cross-examine witnesses, and make arguments regarding the merits of the applications at the public hearing of these applications.
The EUB contemplates scheduling a public hearing of the applications in early 2004 and the hearing is anticipated to take two to three weeks. The EUB will hear submissions respecting the timing of the hearing at the pre-hearing meeting and will confirm the actual hearing dates afterwards.
Applications No. 1276857, 1276858, 1276859, 1276860, 1307759 and 1307760
Compton Petroleum Corporation (Compton) has applied to the Alberta Energy and Utilities Board (EUB or Board) in accordance with Section 2.020 of the Oil and Gas Conservation Regulations for licences to drill six horizontal level-2 critical sour gas wells from an existing well lease in Legal Subdivision (LSD) 10, Section 13, Township 22, Range 29, West of the 4th Meridian (the 10-13 site). The wells would be drilled to proposed bottom-hole locations in LSD 4-13-22-29W4M, LSD 6-24-22-29W4M, LSD 4-18-22-28W4M and LSD12-19-22-28W4M. Compton has also applied to drill two additional contingent wells from the 10-13 site to bottom-holes in Sections 13 or 24 in 22-29W4M, or in Sections 18 or 19 in 22-28W4M. The maximum hydrogen sulphide (H2S) content of each well would be approximately 355.6 moles per kilomole (35.6 per cent), the cumulative drilling H2S release rate of each well would be 9.67 cubic metres per second (m3/s) and the corresponding calculated emergency planning zone (EPZ) for the wells during drilling operations would be 11.94 kilometres (km). The maximum H2S release rate of each well during the completion/servicing and production operations would be 12.79 and 0.93 m3/s, respectively. The calculated EPZ during the completion/servicing and production operations would be 14.97 km and 2.19 km, respectively. The purpose of the proposed wells is to obtain gas production from the Wabamun-Crossfield Member. The proposed wells would be located approximately 1.1 km east of the southeast boundary of the city limits of Calgary and approximately 1.2 km north of the Bow River. Compton has applied to the EUB for a reduction in the EPZ for the drilling, completion and servicing operations for the wells from 11.94 km and 14.97 km respectively, to 4 km. The application for a reduced EPZ has not yet been approved, and Compton's request will be considered at the same time as the other applications at a public hearing.
Application No. 1278265
Compton has applied to the EUB in accordance with Section 79(4) of the Oil and Gas Conservation Act for the suspension of the drilling spacing unit and target area provisions for wells drilled or to be drilled in a proposed unit comprised of Sections 18 and 19 of Township 22, Range 28, West of the 4th Meridian, and Sections 13 and 24 of Township 22, Range 29, West of the 4th Meridian. Compton proposes that a well drilled for the production of gas from the Wabamun-Crossfield Member be a minimum of 300 metres from the boundary of the unit.
Application No. 1310351
Compton has applied to the EUB in accordance with Section 7.001 of the Oil and Gas Conservation Regulations requesting approval to construct and operate a multi-well gas battery in LSD 10-13-22-29W4M. The battery would handle natural gas with a maximum hydrogen sulphide (H2S) content of 355.6 moles per kilomole (35.6 per cent) from each of the proposed wells and the existing well at the 10-13 site. The battery would consist of line heaters and measurement facilities. The purpose of the battery would be to measure gas production from the wells prior to the gas being delivered to the existing Mazeppa gas plant located in LSD 2-35-19-28W4M. The proposed multi-well gas battery would be located approximately 1.1 km east of the southeast boundary of the city limits of Calgary.

Filing of Submissions Respecting the Pre-hearing Meeting
Filing of a written submission to the pre-hearing meeting is preferred, but is not required. Submissions may be made verbally at the pre-hearing meeting.
