NOTICE OF HEARING

BUMPER DEVELOPMENT CORPORATION LTD.

Take Notice that the Alberta Energy and Utilities Board (EUB or Board) will hold a public hearing to consider a review of Well Licence 0287658 at the Nesbitt Community Hall, Township Road 342, Range Road 282, Alberta commencing on Wednesday, April 28, 2004 at the hour of 10:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.

Nature of Proceeding
Mr. Gary Norman and Mr. Glenn Norman of H.G. Norman & Sons (collectively, the Interveners) made a request under Section 40 of the Energy Resources Conservation Act for the Board to review Well Licence 0287658 issued by the EUB on May 28, 2003 to Bumper Development Corporation Ltd. (Bumper). Bumper had applied under application 1302521 to drill a well at Legal Subdivision 7, Section 35, Township 33, Range 28 West of the 4th Meridian to obtain production from the Viking Formation. The Board granted the Interveners' request for review of the issued licence and has directed that a hearing be scheduled to reconsider the issued licence as it pertains to the access road.

To File a Submission
Any person intending to make a submission with respect to the public review hearing of Well Licence 0287658 shall file with the EUB, on or before 4:00pm, April 19, 2004, ten copies of their submission to the attention of:

Notes

Any submission filed shall contain information detailing:

i)   the desired disposition of the proceeding;

ii)  the facts substantiating your position;

iii)  the reasons why you believe the Board should decide in the manner advocated.

If you have an interest in this matter, you are required to make a submission with respect to this review request even if you have previously filed a submission with the Board or with Bumper on this proceeding.

If there are no submissions received by April 19, 2004, this hearing may be cancelled.

In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.

Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
