Take notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Applications No. 1417169, 1393519, and 1401251 at the Best Western Port O'Call Inn, 1935 McKnight Blvd. NE, Calgary, Alberta, commencing on October 25, 2005 at the hour of 9:00 a.m. Immediately following this hearing the Board will commence hearing a related matter by West Energy Ltd. (West). See Notice of Hearing for application no. 1417158 for more information on the related application. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Applications
No. 1417158
On December 15, 2004, the Board approved Application No. 1359924 and amended Licence 28646 to Highpine Oil and Gas Ltd. (Highpine). The licence amendment permitted Highpine to expand an existing single well oil satellite located at Location Exception 00, Legal Subdivision (LSD) 16, Section 29, Township 48, Range 9, West of the 5th Meridian into a multiwell sour battery. On December 15 and 24, 2004, the EUB received letters from West requesting that the Board suspend Licence 28646 and conduct a review hearing relating to the facility pursuant to Section 40 of the Energy Resources Conservation Act. On June 3, 2005, the Board heard oral submissions to determine if the review should be granted. On July 4, 2005, the Board granted the request for a review hearing. The purpose of the review hearing is to determine whether the Board should confirm, vary, or rescind its decision to grant facility licence 28646. The facility is located 15 kilometers southwest of Drayton Valley.

Highpine has applied pursuant to Section 7.001 of the Oil and Gas Conservation Regulations requesting approval to further amend Licence 28646 described above. The nature of the licence amendment is to add one 1253 kilowatt (kw) compressor to double the gas inlet capacity from 330 cubic meters per day (m3/d) to 660 m3/d. The amendment would also increase the maximum sulphur inlet from 98.44 tonnes per day (t/d) to 224 t/d. The oil/condensate and water inlet rates would remain unchanged at 2500 m3/d and 2000 m3/d respectively.

Highpine has also applied pursuant to Section 7.001 of the Oil and Gas Conservation Regulations requesting approval to amend Licence 32812 for an oil satellite. The nature of the licence amendment is to increase the maximum sulphur inlet from 89.49 t/d to 120 t/d. No other inlet rates will change and no physical modifications to the satellite are proposed. The facility is located 14 km southwest of Drayton Valley at LSD 1-2-49-9W5M.
