Nature of the Application
ACCESS Pipeline Inc. (ACCESS) has applied pursuant to Part 4 of the Pipeline Act for approval to construct and operate a pipeline and an associated pump station. The proposed pipeline would be a low vapour pressure pipeline to transport condensate (diluent) from the Enbridge Edmonton Terminal located at Legal Subdivision (LSD) 7 of Section 5, Township 53, Range 23, West of the 4th Meridian to a connection with an existing ACCESS pipeline located at LSD 4-33-55-21W4M. The proposed pipeline would be about 39 kilometres (km) in length, with an outside diameter of 406.4 millimetres (mm) and would transport condensate containing 0.00 mol/kmol (0.0 per cent) of hydrogen sulphide. The proposed pipeline would be located on the eastern edge of Edmonton and southeast of Fort Saskatchewan.
The pump station is proposed to be located at LSD 10-4-53-23W4M and would include two electrically driven pumps with a combined pump rating of 1788 kilowatts.
The application is currently under review with the EUB to determine technical completeness.
