ENVIRONMENTAL IMPACT ASSESSMENT
The Energy Resources Conservation Board (ERCB/Board) has received Application No. 1656516 and Alberta Environment (AENV) has received Environmental Protection and Enhancement Act (EPEA) Application No. 001-265959
from Cenovus FCCL Ltd. (Cenovus) for approval of the proposed Narrows Lake Project (the Project). This notice is to advise interested parties that the applications are available for viewing and that the ERCB, AENV, and other government departments are now undertaking a review of the applications and associated environmental impact assessment (EIA) report.
Description of the Project
Cenovus has applied to construct, operate, and reclaim an in situ oil sands project about 10 kilometres (km) east of Conklin in Townships 76 and 77, Ranges 6 and 7, West of the 4th Meridian. Construction of the Project is proposed to begin in 2013, with production starting by 2017.
The Project would produce 20 668 cubic metres per day (m 3 /day) (130 000 barrels per day) of bitumen using the in situ steam assisted gravity drainage (SAGD) thermal recovery process or solvent aided process (SAP) technology. The Project would involve the construction of oil treatment facilities, steam production facilities, water treatment facilities, sulphur removal facilities, 18 well pads to support 139 well pairs, water source wells, and water disposal wells. SAP technology would additionally involve the construction of solvent recovery facilities.
In support of the Project, Cenovus has prepared and submitted the following :
- Application No. 1656516 to the ERCB, pursuant to Section 10 of the Oil Sands Conservation Act, to authorize the construction and operation of the proposed Project.
- Application No. 001-265959 to AENV, pursuant to Part 2, Division 2 of the EPEA, for approval to construct, operate, and reclaim the proposed Project.
- An EIA report associated with the above applications. The EIA forms part of the application to the ERCB.

To File a Statement of Concern
Under Section 73 of EPEA, any person who may be directly affected by the EPEA application may submit a written statement of concern. Statements of concern under the EPEA must be submitted by November 19, 2010. Please quote Application No. 001-265959 (EPEA) when submitting a statement of concern. If no statements of concern are received, the EPEA application may be approved without further notice. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please submit statements of concern to

Applications for Confidentiality
Under Section 13 of the Energy Resources Conservation Board Rules of Practice (Rules of Practice) and Section 35(1) of the EPEA, all documents filed in respect of these proceedings must be placed on the public record. However, any party may apply for confidentiality of information. For the ERCB, parties may file a request for confidentiality in accordance with Section 13(2) of the Rules of Practice and serve a copy of such request on the other parties. For the purposes of Alberta Environment, such requests can be filed according to Section 35(4) of the EPEA.
