NOTICE OF RESCHEDULING OF HEARING

Take notice that the Alberta Energy and Utilities Board (EUB) had scheduled a public hearing of Application No. 1395789 at Festival Place, 100 Festival Way, Sherwood Park, Alberta, commencing on October 25, 2005 at the hour of 10:00 a.m. The Board received a request from interested parties to reschedule the hearing and it agreed to grant the request.
Therefore, Take Notice that the EUB will hold a public hearing of Application No. 1395789 at Festival Place, 100 Festival Way, Sherwood Park, Alberta, commencing on December 7, 2005, at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Application
Access Pipeline Inc. (Access) has applied pursuant to Part 4 of the Pipeline Act for approval to construct and operate three pipelines. The purpose of the first pipeline would be to transport low vapour pressure fluids (LVP) from Legal Subdivision (LSD) 1, Section 16, Township 77, Range 5, West of the 4th Meridian to a pipeline tie in point at LSD 3-5-53-23W4M. This proposed pipeline would be approximately 344 kilometres (km) in length with outside diameters (OD) of 610 and 762 millimetres (mm). The purpose of the second pipeline would be to transport LVP fluids from a tie in point at LSD 15-29-55-21W4M to a pipeline tie in point at LSD 1-16-77-5W4M. This proposed pipeline would be approximately 302 km with an OD of 406 mm. The third proposed pipeline would be a spare line approximately 0.45 km in length with an OD of 762 mm, blind ended at both ends and placed at the North Saskatchewan River crossing. Access has applied for associated pipeline installations comprised of two lease automatic custody transfer (LACT) units, a trim blending facility and a mid point pump station.

Notes
Any submission filed shall contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener's rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener's intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener's efforts, if any, to resolve issues associated with the proceeding directly with the applicant;

If there are no submissions received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation. In accordance with Section 12 of the Alberta Energy and Utilities Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record unless otherwise ordered by the Board.
Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
