Take Notice that Nexen Inc. (Nexen) and OPTI Canada Limited (OPTI) have jointly applied to the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV) for approval to construct and operate the Long Lake South Thermal Commercial Project.

The proposed project is located in Township 84 and 85, Range 6 and 7 West of the 4th Meridian approximately 11 kilometres south of the existing Long Lake project and approximately 16 kilometres south of the Hamlet of Anzac.

The proposed project will be based on Steam Assisted Gravity Drainage (SAGD), and will be designed to produce a total of 22,260 cubic metres per day (m3/d) (140,000 barrels per day) of bitumen in two phases. The proposed project will include:
 
• the drilling of multiple horizontal well pairs from pads for thermal production, associated injection and production pipelines, and access roads;
• a plant site with steam generation, water treatment, water recycle, bitumen and product handling, fuel gas and bitumen pipelines, storm water storage and reclamation material storage;
• a Class II landfill for project related waste;
• the drilling of fresh and brackish makeup water wells;
• the drilling of waste water disposal wells; and
• cogeneration facilities capable of generating up to 82 megawatts of electricity (subject to a separate application under the Hydro and Electric Energy Act).

 
Nature of the Applications
In support of the proposed project, Nexen/OPTI have prepared and submitted the following:
 
• Application No. 1495132 to the EUB under Section 10 of the Oil Sands Conservation Act to authorize the construction and operation of the proposed Long Lake South Project. Nexen/OPTI have also prepared and submitted an Environmental Impact Assessment (EIA) report to the Director, Environmental Assessment, Northern Region. The EIA report forms part of the application to the EUB.
• Application No. 001-236394 to AENV under the Environmental Protection and Enhancement Act (EPEA) for construction, operation, and reclamation of the proposed Long Lake South Project.
• File No. 00237030 to AENV under Sections 37(1) and 50(1) of the Water Act (WA) for the diversion and use groundwater and plant site surface water management. The diversion and use of groundwater includes 140, 890 cubic metres of groundwater per annum for the administration buildings.

To File a Submission
A submission regarding Application No.1495132 must be submitted on or before April 10, 2007. The Board will evaluate the submissions received to determine if any of the submitters may be directly and adversely affected by the decision of the Board on this application. Send one copy of your submission to the applicant at the name and address below, and seven copies of the submission to:

(i) the desired disposition of the application;
(ii) the facts substantiating the position of the submitter

To File a Statement of Concern
Statements of concern under EPEA and WA must be submitted by April 10, 2007. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 001-236394 (EPEA), or File No. 00237030 (WA) when submitting a statement of concern. If no statements of concern are received, the EPEA and WA applications may be approved without further notice.

Note that any submissions or statements of concern filed regarding these applications are public records, which are accessible by the public.

This Notice of Filing is to advise interested persons that the applications are available, and that the EUB, AENV, and other government departments are now undertaking review of the applications.
