NOTICE OF APPLICATION

Take Notice that MEG Energy Corp. (MEG) has applied to the Energy Resources Conservation Board (ERCB) and Alberta Environment (AENV) for approval to expand its Christina Lake Regional Project. The proposed project expansion would be located in Townships 76 to 78, Ranges 4 to 6, West of the 4th Meridian, and would be located within the Regional Municipality of Wood Buffalo about 20 kilometers northeast of Conklin.

The proposed project expansion would be based on steam-assisted gravity drainage (SAGD) thermal in-situ technology and would include the following:

  • two new processing facilities consisting of steam generation, bitumen and water treatment, and vapour recovery equipment;
  • the production of an additional 23 850 cubic metres per day (m3/d) (150 000 barrels per day [bpd]) of bitumen for a project total of 33 390 m3/d (210 000 bpd);
  • the drilling of multiple horizontal SAGD well pairs from 138 pads for bitumen production and steam injection, and associated pumping stations, pipelines and access roads; and
  • water source and disposal wells.

Nature of the Applications
In support of the proposed project expansion, MEG has prepared and submitted the following:

  • Application No. 1571384 to the ERCB, pursuant to Section 13 of the Oil Sands Conservation Act. MEG has also prepared and submitted an environmental impact assessment (EIA) report to the Director, Environmental Assessment, Northern Region. The EIA report forms part of the application to the ERCB.
  • Application No. 004-216466 to AENV pursuant to the Environmental Protection and Enhancement Act (EPEA), for the construction, operation, and reclamation of the proposed project expansion.

Statements of concern under EPEA must be submitted by September 2, 2009. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 004-216466 when submitting a statement of concern. If no statements of concern are received, the EPEA application may be approved without further notice.
In accordance with Section 13 of the Energy Resources Conservation Board Rules of Practice and Section 35(1) of EPEA, all documents filed in respect of the applications must be placed on the public record.
