NOTICE OF RESCHEDULING OF HEARING

POUCE COUPE FIELD
The Energy Resources Conservation Board (ERCB/Board) will hold a public hearing of Applications No. 1579080, 1579141, 1580400, and 1567595 (Applications) at the Best Western, 500 Highway 2, Dawson Creek, B.C., commencing on August 11, 2009, at 9:00 a.m. Application No. 1567595 has been added to the hearing as a new matter for the Board’s consideration. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
The ERCB had scheduled a public hearing of the Applications at the Best Western, 500 Highway 2, Dawson Creek, B.C., commencing on July 14, 2009, at 1:00 p.m.
Description of the Applications
Application No. 1579080
Altagas Ltd. (Altagas) has submitted an application, in accordance with Section 39(1)(b) of the Oil and Gas Conservation Act (OGCA), requesting approval to amend the licence of an existing gas processing plant in the Pouce Coupe field. The facility is located in Legal Subdivision (LSD) 3, Section 3, Township 81, Range 13, West of the 6th Meridian. The facility would process 707.00 thousand cubic metres per day (103 m3/d) of raw natural gas, with a maximum hydrogen sulphide (H2S) content of 50 moles per kilomole (mol/kmol) (5.0 per cent), from which 689.9 103 m3/d of sales gas and 14.1 m3/d of pentane plus would be recovered. The facility would dispose of about 17.25 tonnes per day of sulphur equivalent through subsurface injection via an existing well at LSD 9-10-81-13W6M. The emergency planning zone for the facility would be 4.00 kilometres (km).
Application No. 1579141
Altagas has submitted an application, in accordance with Part 4 of the Pipeline Act, for approval to construct and operate a pipeline for the purpose of transporting acid gas from LSD 3-3-81-13W6M to a pipeline tie-in point at LSD 9-10-81-13W6M. The proposed pipeline would be about 2.58 km in length with a maximum outside diameter of 60.3 millimetres (mm) and would transport acid gas with a maximum H2S concentration of 800 mol/kmol (80.0 per cent). The cumulative drilling H2S release volume would be 2806.00 m3 with a corresponding emergency planning zone of 4.00 km. The proposed pipeline would be operated as a level-3 pipeline.

Altagas has submitted an application, in accordance with Part 4 of the Pipeline Act, for approval to construct and operate a pipeline for the purpose of transporting sour gas from LSD 6-3-80-13W6M to LSD 3-3-81-13W6M. The proposed pipeline would be about 12.70 km in length, with a maximum outside diameter of 219.1 mm and would transport gas with a maximum H2S concentration of 50 mol/kmol (5.0 per cent). The cumulative drilling H2S release volume would be 1344.00 m3 with a corresponding emergency planning zone of 3.00 km. The proposed pipeline would be operated as a level-2 pipeline.
Application No. 1567595
Altagas has submitted an application, in accordance with Section 39(1)(d) OGCA, for Board approval to dispose acid gas into the Belloy Formation in the Doe Field through an existing well located in LSD 9-10-81-13W6M. The maximum H2S concentration would be about 800 mol/kmol (80.0 per cent) and the cumulative drilling H2S release rate would be 1.48 cubic metres per second (m3/s) with a corresponding emergency planning zone of 3.94 km.
The facility and proposed pipelines and disposal well would be located about 12.5 km west of Bonanza, Alberta.

Requirement to File a Submission
If you have an interest in this matter and wish to make submissions or submit evidence at the hearing of the Applications, you must file submissions with respect to these Applications even if you have previously filed a submission with the Board or with Altagas on these Applications. Submissions must include photocopies of all documentary evidence that you intend to present and/or rely on at the hearing (including, but not limited to, copies of expert reports) and a summary of all evidence you intend to present.
If you do not file submissions, the hearing of the Applications may be cancelled and the ERCB will continue to process and may approve the Applications without a hearing and without further notice.

Contents of a Submission
Under Section 24(2) of the Energy Resources Conservation Board Rules of Practice (Rules of Practice), any submission filed must contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener’s intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;
(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;
(c) if the intervener is represented by a representative, the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative; and
(d) if the intervener is an unincorporated organization, the nature of the intervener’s membership.
Compensation Issues
Submissions relating exclusively to compensation for land usage are not dealt with by the ERCB but may be referred to the Alberta Surface Rights Board.
Applications for Confidentiality
In accordance with Section 13 of the Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record. However, any party may apply for confidentiality of information under Section 13(2). Any application under Section 13(2) that is to be considered during a public hearing of the application must be copied to the other parties to the proceeding. The Board may grant a request for confidentiality on any terms it considers appropriate, subject to the Freedom of Information and Protection of Privacy Act.
Questions of Constitutional Law
In accordance with Section 25 of the Rules of Practice, a person who intends to raise a question of constitutional law before the Board must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.
