Take Notice that the Alberta Energy and Utilities Board (EUB) may continue to process this application without further notice if no bona fide objections are received on or before January 24, 2003.
Nature of the Application
ConocoPhillips Canada Resources Corp. (ConocoPhillips), formerly Gulf Canada Resources Limited, has applied to construct and operate a steam-assisted gravity drainage (SAGD) bitumen recovery project on its lease area located approximately 60 km southeast of Fort McMurray. The proposed Surmont In-Situ Oil Sands Project (Surmont Project) is intended to produce 100,000 b/d (15, 900 m3/d) of marketable bitumen when operating at full capacity, recovering approximately 166 Million m3 of bitumen over the approximate 40-year life of the project. The project will be developed in four (4) modules or phases, each phase consisting of well pads, a central facility and related infrastructure and a production level of 25,000 b/d (3975 m3/d). The first phase is slated for construction in 2003 with production in 2005, with each subsequent phase starting at 3-year intervals. Diluted bitumen will be shipped out via an existing pipeline in the area. The Surmont Project covers 210 sections and is located in Townships 81, 82, and 83 or Ranges 5, 6, and 7, West of the 4th Meridian.
In support of their proposal, ConocoPhillips has prepared and submitted Application No. 1090197 to the EUB, pursuant to Section 10 of the Oil Sands Conservation Act, for authorization of the proposed development of the Surmont project. In support of its proposal and as part of this application to the EUB, ConocoPhillips has also prepared and submitted an Environmental Impact Assessment (EIA) report to the Director of Environmental Assessment and Compliance Division, Alberta Environment.
