NOTICE OF HEARING
APPLICATION NOS. 1096587 AND 2001202

ATHABASCA OIL SANDS AREA
FORT HILLS OIL SANDS PROJECT
TRUENORTH ENERGY CORP.

Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Application Nos. 1096587 and 2001202 at the Sawridge Hotel, 530 Mackenzie Boulevard, Fort McMurray, Alberta on Tuesday, July 2, 2002 at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.

Nature of the Applications

Application No. 1096587

TrueNorth Energy Corp. (TrueNorth) has applied, pursuant to Sections 10 and 11 of the Oil Sands Conservation Act, for approval to construct and operate an oil sands mining and extraction facility, the Fort Hills Oil Sands Project. The proposed mining project is to be located 90 kilometres north of Fort McMurray in Townships 96 to 98, Ranges 10 to 11, West of the 4th Meridian. The proposed development includes an open pit, truck and shovel mine, two bitumen processing trains, infrastructure associated with the mine and facility, water and tailings management plans, and an integrated reclamation plan. The project is designed to produce approximately 30 000 cubic metres of bitumen per day. In support of its proposal and as part of this application to the EUB, TrueNorth has also submitted an Environmental Impact Assessment (EIA) report to the Director of Environmental Assessment and Compliance, Alberta Environment.

Application No. 2001202

TrueNorth has applied, pursuant to Section 11 of the Hydro and Electric Energy Act, for the approval to construct and operate an electrical power plant located at the project. The cogeneration plant will consist of two 80 megawatts gas turbine generators, each fitted with a heat recovery steam boiler.

To File a Submission

Any person intending to make a submission with respect to the hearing of Application Nos. 1096587 and 2001202 shall file a submission, and any written evidence, on or before June 17, 2002. The Board will evaluate the submissions received to determine if any of the submitters may be directly and adversely affected by a decision of the Board on the subject applications. Please state in writing your reasons for objection to or supporting these applications. Send one copy of your submission and written evidence to the applicant at the name and address above and fifteen copies to the attention of:

Notes

Any submission filed shall contain information detailing:

                       i)               the desired disposition of the applications;

                     ii)               the facts substantiating the position of the submitter;

                    iii)               the reasons why the submitter believes the EUB should decide in the manner advocated; and

                   iv)               how the proposed project, if approved, may directly and adversely affect the submitter.

In accordance with section 38 of the Alberta Energy and Utilities Board Rules of Practise, all witnesses must give evidence under oath or affirmation.

If this hearing is cancelled, the EUB will proceed with the disposition of these applications without further notice and/or without a hearing.
