Take Notice that the Alberta Energy and Utilities Board (EUB) may grant Application No. 1250712 without a hearing if there are no submissions objecting to the application filed by persons whom the Board considers may be directly and adversely affected by a decision of the Board on the application. Any objections filed must be received by the Board on or before January 13, 2003.

Nature of Application

Petro-Canada has applied to the EUB and Alberta Environment (AENV) for approval to convert the operation of its Edmonton refinery to process bitumen, Refinery Feed Conversion Program (RCP). The application encompasses two phases. Phase 1 involves the conversion of the refinery's current light crude processing facility, and Phase 2 deals with the replacement of its synthetic crude processing capability. The RCP will require the construction of new bitumen conversion units, hydrotreating facilities for sulphur removal, as well as construction of secondary units for hydrogen production and sulphur recovery. Existing refinery units will continue to operate to produce the required mix of gasoline and diesel products. The proposed RCP will be located on Petro-Canada's existing refinery property, approximately 1.6 kilometres east of the City of Edmonton in the county of Strathcona, LSD north half of Section 5, Township 53, Range 23, West of the 4th Meridian.

To File an Objection

Any person intending to file an objection with respect to Application No. 1250712 shall file the objection on or before January 13, 2003. Send one copy of your objection to the applicant at the above-mentioned address, and three (3) copies of the objection to the attention of:

Any submission filed shall contain information detailing:

i)                    how the submitter is directly and adversely affected by the application;
