MEADOW CREEK IN-SITU OIL SANDS PROJECT

Take Notice that the Alberta Energy and Utilities Board (EUB) will hold a public hearing of Application 1250512 in the Oak Room of the Sawridge Hotel, located at 530 Mackenzie Boulevard, Fort McMurray, Alberta, commencing at 9:00 a.m. on Tuesday, March 25, 2003. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Application
Petro-Canada has applied to construct and operate a thermal recovery project using steam-assisted gravity drainage (SAGD) in the Meadow Creek area. The proposed Meadow Creek In-Situ Oil Sands Project (Meadow Creek Project) is located approximately 45 kilometres (km) south of Fort McMurray, Alberta in Townships 84 and 85, Ranges 8, 9, and 10, West of the 4th Meridian (see map). The project is designed to produce 12,719 m3 per day (80,000 barrels per day nominal and 88,000 barrels per day peak) of bitumen over a period of about 25 years. Approximately 70 well pairs would be drilled initially for the first three years of operation, with a potential for 255 to 275 well pairs over the life of the scheme. Site clearing for the initial stages of the project could begin as early as the end of 2003, in preparation for commencing bitumen production as soon as late 2006.
The major components of the proposed project are:
- the drilling of multiple horizontal well pairs from pads, the associated injection and production pipelines, and road access,
- a central plant site with steam generation, water treatment, bitumen and product handling, sulphur recovery, fuel gas and bitumen pipelines, stormwater storage and reclamation material storage,
- a Class II landfill for project related wastes,
- waste water disposal wells, or a crystallizer and
- cogeneration equipment expected to generate approximately 330 MW of electricity total (subject of separate application anticipated during 2003).
In support of their proposal, Petro-Canada has prepared and submitted Application No. 1250512 to the EUB, pursuant to Section 10 of the Oil Sands Conservation Act, for authorization of the proposed development of the Meadow Creek project. In support of its proposal and as part of this application to the EUB, Petro-Canada has also prepared and submitted an Environmental Impact Assessment (EIA) report to the Director of Environmental Assessment and Compliance Division, Alberta Environment.

Notes
Any submission filed shall contain information detailing:
(i) the desired disposition of the application;
(ii) the facts substantiating the position of the submitter;
(iii) the reasons why the submitter believes the EUB should decide in the manner advocated; and
(iv) how the proposed project, if approved, may directly and adversely affect the submitter.
If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the EUB or with Petro-Canada on this application.
If there are no submissions received, this hearing may be cancelled and the EUB will continue to process the application without further notice or without a hearing.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.
Submissions relating exclusively to compensation for land usage are not dealt with by the EUB but may be referred to the Alberta Surface Rights Board.
