ATCO PIPELINES

2004 GENERAL RATE APPLICATION PHASE II

Take Notice that the Alberta Energy and Utilities Board (the Board) will hold a public hearing to review the rates, tolls and charges for service provided by ATCO Pipelines. The hearing will take place at the offices of the Board, Govier Hall, 640 5th Avenue SW, Calgary, Alberta, commencing on April 26, 2004 at 1:30 p.m.

Particulars of the Application

On October 1, 2003, ATCO Pipelines, a division of ATCO Gas and Pipelines Ltd., filed a General Rate Application Phase II (GRA) for ATCO Pipelines North and South (ATCO or the Company) in response to Decision 2003-003 and Board letters of August 1, 2003 and September 11, 2003.

ATCO Pipelines is operating under current rate structures emanating from Decision E94084 for the gas transmission services of ATCO Pipelines North, and Decision 2000-16 for ATCO Pipelines South.

In this Application, ATCO Pipelines is proposing to retain postage stamp tolling with a North and South separation, to expand the receipt and delivery toll structures that will include all receipts and deliveries of gas to and from other pipelines and have proposed other changes to the current toll structures.

ATCO Pipelines requested that the Board approve:

         The 2004 Cost of Services Studies for ATCO Pipelines North and South

         The 2004 Rates for ATCO Pipelines North and South

         ATCO Pipelines' deferral accounts for both Other Pipelines Receipts and Other

          Pipelines Deliveries

         Amended Rate Structures for ATCO Pipelines, and

         Amended Transportation Service Regulations for ATCO Pipelines.

To Register as an Intervener

Any party wishing to register as an intervener should do so by November 14, 2003. A copy of your intervention setting out the reasons for intervening should be sent directly to ATCO Pipelines, c/o Mr. N. Gretener at the address above, and twelve (12) copies to Don Popowich, Application Officer, Utilities Branch, 5 Floor, 640 5 Avenue SW, Calgary, Alberta T2P 3G4, and email to the Utilities Branch at EUB.UTL@gov.ab.ca.

In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, all witnesses must give evidence under oath or affirmation.

Schedule

In order to schedule this proceeding in a timely way, the Board proposes prompt commencement of the process including two stages of the IR process, the second stage to take into account any material consequential changes from the Phase I Decision. The Board considers that most Phase II matters such as Cost of Service methodologies, service offerings, terms and conditions of service and rate structure may be readily dealt with in the initial stage of the IR process. If any party wishes to comment on the schedule, please do so by November 14, 2003.
