Take Notice that the Alberta Energy and Utilities Board (EUB) may continue to process these applications without further notice if no valid objections are received prior to 2:30 p.m., October 29, 2007.
NATURE OF THE APPLICATION
Shell Canada Limited (Shell), pursuant to Sections 14 and 15 of the Hydro and Electric Energy Act, has applied to the EUB for approval to construct and operate a 260-kV substation at the new Jackpine Mine Plant site and a 10-km double circuit 260-kV transmission line from the ATCO Muskeg River substation 847S located at the Muskeg River Mine plant site to the new 260-kV substation located at the Jackpine Mine Plant site, as indicated on the attached map. Shell also proposes to amend the Muskeg River Industrial System Designation to include its new electric facilities.

Any party with concerns respecting the Application should submit a Statement of Intent to Participate (SIP) letter setting out your name or organization name, address or legal land description, telephone number and e-mail address (if available) prior to 2:30 p.m., October 29, 2007.
Please note that the SIP submission must contain:
• a description of the nature of the party’s interest in the proceeding (i.e. how the party will be affected by the Board’s decision); and
• a statement describing the party’s eligibility for cost recovery in light of the “business interest” rule contained in Section 55(2)(h.1) of the EUB Rules of Practice.
If you are represented by another party, please include the contact information for your representative. If you are a group, provide a contact person for the group and give details on the group members.
One copy of your SIP letter should be directed to the applicant using the contact information above and one copy submitted to the EUB.
Pursuant to Section 12 of the EUB Rules of Practice, all documents filed in respect of this proceeding, including any submissions or other documents filed prior to the commencement of the proceeding must be placed on the public record unless otherwise ordered by the Board, subject to the Freedom of Information and Protection of Privacy Act. Your SIP letter and any other documents you file will be accessible to the public and all other participants in the proceeding through the EUB’s Web site. Please ensure that the document you file is free of information that you do not want to appear on the public record.
If a party wishes to keep any information in a document confidential, the party may, before filing the document, make a Request for Confidentiality to the Lead Application Officer. The party must also serve a paper copy of the request to the Applicant. The Request for Confidentiality must comply with Section 12 of the EUB Rules of Practice, including that it must be in writing, briefly describe the nature of the information in the document, set out the reasons for the request including the specific harm that would result if the document were placed on the public record, and indicate whether all or only a part of the document is the subject of the request. The Board will issue a decision on the confidentiality request as soon as is practical.
