The Energy Resources Conservation Board (ERCB/Board) has received Application No. 1636580 and Alberta Environment (AENV) has received Environmental Protection and Enhancement Act (EPEA) Application No. 001-253979 from Osum Oil Sands Corp. (Osum) for approval to construct and operate the Taiga Project (the Project). This Notice of Application is being distributed to advise interested persons that the applications are available, and that the ERCB, AENV, and other government departments are now undertaking review of the applications.
The proposed Project would use steam assisted gravity drainage (SAGD) and cyclic steam stimulation (CSS) thermal technologies for the recovery of bitumen within the Project area. The Project would be designed and built to recover 62 million cubic metres (390 million barrels) of crude bitumen at a nominal production rate of 5565 cubic metres per day (35 000 barrels per day) of bitumen over about 35 years. The proposed Project would include
- the drilling of multiple horizontal well pairs from pads for thermal production, associated injection and production pipelines, and access roads;
- a plant site with a central processing facility consisting of steam generation, cogeneration, water treatment and water recycling, bitumen and product handling, fuel gas and bitumen pipelines, storm water storage and reclamation material storage;
- the drilling of saline makeup water wells for industrial use; and
- the drilling of waste water disposal wells and salt caverns.
The Project would be located in Townships 65 and 66, Ranges 1 and 2, West of the 4th Meridian, about 25 kilometers north of Cold Lake, Alberta, within the Municipal District of Bonnyville.
Nature of the Applications
In support of the Project, Osum has prepared and submitted the following:
- Application No. 1636580 to the ERCB, pursuant to Section 10 of the Oil Sands Conservation Act, for approval to construct and operate the Project.
- Application No. 001-253979 to AENV, pursuant to Parts 2 and 6, Division 2, of the EPEA, for construction, operation, and reclamation of the Project.
Osum has also prepared and submitted an environmental impact assessment (EIA) report addressing the proposed Project. The EIA report forms part of the application to the ERCB.

To File a Statement of Concern
Under Section 73 of EPEA, any person who may be directly affected by the EPEA Application No. 001-253979 may submit a written statement of concern. Statements of concern under EPEA must be submitted by June 11, 2010. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 001-253979 (EPEA) when submitting a statement of concern. If no statements of concern are received, the EPEA application may be approved without further notice. Applications for Confidentiality
In accordance with Section 13 of the Energy Resources Conservation Board ( Rules of Practice ), all documents filed in respect of this proceeding must be placed on the public record. However, any party may apply for confidentiality of information under Section 13(2). Any application under Section 13(2) that is to be considered during a public hearing of the application must be copied to the other parties to the proceeding. The Board may grant a request for confidentiality on any terms it considers appropriate, subject to the Freedom of Information and Protection of Privacy Act.
Questions of Constitutional Law
In accordance with Section 25 of the Rules of Practice, a person who intends to raise a question of constitutional law before the Board must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.
