The Compliance Assurance Initiative is directly linked to the ERCB’s mission to ensure that the discovery, development and delivery of Alberta’s resources take place in a manner that is fair, responsible and in the public interest.
Due to the scope and significant resources required to complete CAI, it was determined the project should be completed over a five year period, commencing in March 2005. To date 29 sub-initiatives have been completed that encompass Updating Authorities and Requirements; Increasing Awareness and Knowledge; Developing Risk Management and Compliance Assessment and Management Processes; Developing Performance Reporting and Delivery of Supporting Systems and Tools; Additionally, a new enforcement directive (Directive 019, EUB Compliance Assurance – Enforcement) was released on July 27, 2005 with an effective date of January 1, 2006. A revised edition of Directive 019 was published on February 20, 2007.
- The goal of the Compliance Assurance Initiative is to strengthen public safety, minimize environmental impacts, and improve resource conservation.
- In the spirit of continual regulatory improvement, the ERCB is striving to improve the way it enforces its regulations. Regulations have not changed; just the way they are enforced.
- Compliance is not negotiable for industry. The ERCB has a history of taking decisive action when rules are not met. This commitment will not change.
- The ERCB is focused on a more proactive approach with industry; education and collaboration will ensure industry understand the rules and their responsibility to uphold them.
- Compliance Assurance is focused on transparency, accountability, consistency, targeting poor performers, and ensuring consequences are proportional to noncompliance events.
Current Status
2008 marks the fourth year of the CAI project and work is underway with the eight remaining sub-initiatives within the areas of Authorities & Requirements and Awareness & Knowledge.
