TAYLOR PROCESSING INC.
HARMATTAN-ELKTON FIELD
The Energy Resources Conservation Board (ERCB/Board) will hold a public hearing of Applications No. 1612382 and 1618312 (Applications) at the ERCB Head Office in Govier Hall, 640 – 5 Avenue SW, Calgary, Alberta, commencing on August 31, 2010, at 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Description of the Applications
Application No. 1612382
Taylor Processing Inc. (Taylor) has submitted an application, in accordance with Part 4 of the Pipeline Act, for approval to construct and operate two natural gas pipelines and one high vapour pressure (HVP) pipeline. The first natural gas pipeline would transport gas from the TransCanada Pipelines Ltd. Western Alberta System (TCPL system) at Legal Subdivision (LSD) 1, Section 23, Township 31, Range 5, West of the 5th Meridian, to a tie-in point at Taylor’s existing Harmattan-Elkton gas plant at LSD 15-27-31-4W5M for the purpose of natural gas liquids (NGL) recovery. It would have an outside diameter of 610 millimetres (mm), would be about 8.4 kilometres (km) in length, and would transport gas with no hydrogen sulphide (H2S). The second natural gas pipeline would transport the residue gas with no H2S from the Harmattan-Elkton gas plant back to the TCPL system south of the Inter Pipeline Cochrane Extraction Plant at LSD 9-16-26-4W5M. It would have an outside diameter of 610 mm; the first segment would be about 62.55 km in length and the second segment would be about 10.4 km in length. The proposed HVP pipeline would transport recovered liquids from the Harmattan-Elkton gas plant to Taylor’s existing Didsbury loading terminal at LSD 2-25-31-2W5M. The proposed pipeline would have an outside diameter of 168.3 mm, would be about 23.40 km in length, and have an emergency planning zone of about 0.8 km.
Application No. 1618312
Taylor has applied, pursuant to Section 39(1)(b) of the Oil and Gas Conservation Act, requesting approval to amend Taylor’s existing Harmattan-Elkton gas plant at LSD 9-27-31-4W5M, Facility Licence No. 4285. Taylor has applied to add two 2240 kilowatt and one 6340 kilowatt compressors to the existing facility. The facility would process 13 897.60 thousand cubic metres (103 m3) per day of sour natural gas with a maximum H2S content of 9.743 moles per kilomole (0.9743 per cent) from which 11 224.0 103 m3 per day of sales gas, 3922.2 cubic metres per day (m3/d) of ethane (C2), 2475.9 m3/d of propane (C3), 1376.7 m3/d of butane (C4), and 1751.0 m3/d of pentanes plus (C5+) would be recovered. The facility would recover about 48.60 tonnes per day of sulphur equivalent. It would be located about 27 km west of Didsbury and 15 km north of Cremona.
Scope of the Hearing
If approved, the Applications will incorporate co-streaming at Taylor’s Harmattan-Elkton gas processing plant, enabling Taylor to transport gas from the TCPL system, extract NGLs, and return the lean gas back to the TCPL system downstream of the Inter Pipeline Cochrane Extraction Plant. It would be the first co-streaming project to be considered by the Board since the release of Decision 2009-009: Inquiry into Natural Gas Liquids (NGL) Extraction Matters in February 2009.
The hearing to commence on August 31, 2010, will examine issues directly related to the economic, orderly, and efficient development of Alberta’s natural resources in the public interest, with regard to the impact on those persons who may be directly and adversely affected by the Board’s decision in this matter. The hearing will consider the findings and recommendations from Decision 2009-009 regarding co-streaming directly related to the Applications and within the Board’s jurisdiction. Matters related to possible impacts on facilities and associated NGL purchasers not located on the western leg of the TCPL system are not within the scope of this hearing as they are not considered to be directly related to the Applications. In addition, NGL extraction conventions are outside the ERCB’s jurisdiction and will not be considered.

Requirement to File a Submission
If you have an interest in this matter and wish to make submissions or submit evidence at the hearing within the scope of the hearing, as outlined above, you must file submissions with respect to these Applications even if you have previously filed a submission with the Board or with Taylor on these Applications. Submissions must include photocopies of all documentary evidence you intend to present and/or rely on at the hearing (including, but not limited to, copies of expert reports) and a summary of all evidence you intend to present.
If you do not file submissions, the hearing may be cancelled and the ERCB will continue to process and may approve the Applications without a hearing and without further notice.

Contents of a Submission
Under Section 24(2) of the Energy Resources Conservation Board Rules of Practice (Rules of Practice), submissions must contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener’s intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;
(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;
(c) if the intervener is represented by a representative, with the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative; and
(d) if the intervener is an unincorporated organization, the nature of the intervener’s membership.
Compensation Issues
Submissions relating exclusively to compensation for land usage are not dealt with by the ERCB and should be referred to the Alberta Surface Rights Board.
Applications for Confidentiality
In accordance with Section 13 of the Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record. However, any party may apply for confidentiality of information under Section 13(2). Any application under Section 13(2) that is to be considered during a public hearing of the Application must be copied to the other parties to the proceeding. The Board may grant a request for confidentiality on any terms it considers appropriate, subject to the Freedom of Information and Protection of Privacy Act.
Questions of Constitutional Law
Under Section 25 of the Rules of Practice, a person who intends to raise a question of constitutional law before the Board must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.
