JACKPINE MINE PHASE 1
Take Notice that Shell Canada Limited (Shell) has applied to the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV) for approval to construct and operate an oil sands mine and bitumen extraction facilities in the Fort McMurray area. The proposed mining project is to be located approximately 70 kilometres north of Fort McMurray in Townships 95, Ranges 8 to 9, West of the 4th Meridian. The proposed development includes an open pit, truck and shovel mine, three bitumen processing trains, a cogeneration plant consisting of one 160 Megawatt gas turbine generator fitted with a heat recovery steam generator, infrastructure associated with the mine and facility, water and tailing management plans, and an integrated development and reclamation plan. The Jackpine Mine - Phase 1 (the project) is designed to produce approximately 31 800 cubic metres per day of bitumen.
This Notice of Application is being distributed to advise interested persons that the applications are available, and that the EUB, AENV and other government departments are now undertaking a review of the applications.
Further Take Notice that pursuant to Section 73 of the Environmental Protection and Enhancement Act (EPEA) and Section 109 of the Water Act (WA), any person who is directly affected by EPEA Application No. 001-153125 or the WA Application (File No . 001-86157), may submit a written statement of concern outlining the reasons for objecting, by September 12, 2002. Failure to file a statement of concern may affect the right to file a Notice of Appeal (on appeal with the Environmental Appeal Board).
Nature of the Application
In support of their proposal, Shell has prepared and submitted the following applications:
Application No. 1271285 to the EUB, pursuant to Sections 10 and 11 of the Oil Sands Conservation Act , for authorization to construct and operate an oil sands mining and extraction facility, the Jackpine Mine Phase 1. In support of its proposal and as part of this application to the EUB, Shell has also submitted an Environmental Impact Assessment (EIA) report to the Director of the Regulatory Assurance Division, AENV.
Application No. 1271307 to the EUB, pursuant to Section 11 of the Hydro and Electric Energy Act for the construction and operation of a cogeneration plant located at the Project.
Application No. 1271383 to the EUB under Part 4 of the Pipeline Act for construction and operation of a fresh water pipeline.
Application No. 001-153125 to AENV, pursuant to Section 66 of EPEA, to construct and operate an oil sands mining and extraction facility.
An application (File No. 001-86157) to AENV, pursuant to Sections 37 and 50 of the WA, to authorize water management plans including the diversion and use of ground and surface water up to a maximum of 81.2 million cubic meters annually from the Athabasca River and other sources for industrial purposes.
