Take Notice that Devon Canada Corporation (Devon) has applied to the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV) for approval to construct and operate the Jackfish Commercial Project. The proposed thermal project is located approximately 15 kilometres (km) southeast of the community of Conklin, Alberta located in Townships 75 to 76, Range 6, West of the 4th Meridian. The project will be based on in-situ steam-assisted gravity drainage (SAGD) technology. The project is designed to produce 5,565 cubic metres per day (m3/d) (35,000 bbl/d) of bitumen using the SAGD process. Approximately 161 well pairs will be drilled over the 25-year life expectancy of the project. The proposed project would include:
the drilling of multiple horizontal well pairs from pads and the use of SAGD as the recovery process,
a plant site with steam generation, water treatment, water recycle, bitumen and product handling, fuel gas and bitumen pipelines, storm water storage and reclamation material storage; and
brackish water source wells and wastewater disposal wells.
Nature of the Application
In support of the proposal, Devon has prepared and submitted the following:
Application No. 1321211 to the EUB under Section 10 of the Oil Sands Conservation Act to authorize the proposed Jackfish Project. Devon has also prepared and submitted an Environmental Impact Assessment (EIA) report to the Director, Environmental Assessment, Northern Region. The EIA report forms part of the application to the EUB.
Application No. 001-183875 to AENV under the Environmental Protection and Enhancement Act (EPEA) for construction, operation, and reclamation of the Devon Jackfish Project.
File No. 203038 to AENV under the Water Act (WA) for a groundwater withdrawal license, under Section 50(1) of the WA.

The Board will evaluate the submissions received to determine if any of the submitters may be directly and adversely affected by the decision of the Board on this application. Statements of concern under EPEA and WA must be submitted by February 9, 2004. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Please quote Application No. 001-183875 (EPEA), or File No. 203038 (WA) when submitting a statement of concern. If no statements of concern are received, the EPEA and WA applications may be approved without further notice. Note that any statements filed regarding these applications are public records, which are accessible by the public.
This Notice of Filing is being distributed to advise interested persons that the applications are available and the EUB and other Government Departments are now undertaking review of the application.
