TO AMEND THE LICENCES OF A SULPHUR RECOVERY FACILITY AND A MULTIWELL GAS BATTERY, AND APPLY FOR A LICENCE TO INSTALL A NEW NATURAL GAS PIPELINE CONTAINING H2S AND A NEW FUEL GAS PIPELINE

Take Notice that the Alberta Energy and Utilities Board (EUB) may continue to process this application without further notice if no valid objections are received on or before August 13, 2004.
Nature of Application No. 1339062
Suncor Energy Inc. (Suncor) has submitted an application to the EUB for its proposed project, consisting of licence amendments to its existing sulphur recovery facility and multi-well gas battery, as well as, approval to construct and operate two new pipelines, as described below. Note that Central Alberta Midstream (CAM) has filed an alternative application to Suncor's proposed project under Application No. 1342659 for a new pipeline transporting natural gas in the Cabin Creek Field. In addition, Central Midstream (CCR2) Company has filed an accompanying application to amend its existing pipeline licence for an increase in the hydrogen sulphide (H2S) content under Application No. 1352851.
Suncor has applied to amend its current sulphur recovery facility (Licence No. F-14057) located at Legal Subdivision (LSD) 9 of Section 6, Township 63, Range 25, West of the 5th Meridian in accordance with Section 12 (1) of the Oil and Gas Conservation Act. The plant is located within the Simonette field. Suncor has applied to increase the raw gas inlet rate from 1,805 to 4,226 thousand cubic metres (103m3) per day of natural gas with a maximum hydrogen sulphide (H2S) content of 70.0 moles per kilomole (mol/kmol) or 7.0 per cent (%). Total recovered products per day would comprise 4,097 103m3 of sales gas, 57 cubic metres (m3) of pentanes plus (C5+), and 40 m3 of liquid petroleum gas (LPG). The facility would be designed to recover 120 tonnes per day (t/d) of sulphur. Suncor has applied to improve the plant's existing sulphur recovery methods such that sulphur recovery efficiency would increase from 96.5% to 98.3% on a calendar quarter year basis. The facility is located approximately 120 kilometres (km) north of Hinton.
Suncor has also applied to amend its existing multi-well gas battery (Licence No. F-27618) located at LSD 5 of Section 9, Township 55, Range 3, West of the 6th Meridian in accordance with Section 12 (1) of the Oil and Gas Conservation Act. The battery is located within the Cabin Creek field. Suncor has applied to install additional equipment at the battery, including two compressors, an aerial cooler, pigging equipment, and an inlet separator/condensate re-injection pump. The raw gas inlet rate to the battery would increase from 1,415 to 2,547 103m3/d and the sulphur inlet would increase from 28.8 to 51.87 t/d. The battery is located approximately 65 km northwest of Hinton.
Additionally, Suncor has applied in accordance with Part 4 of the Pipeline Act for approval to construct and operate a pipeline to transport natural gas containing 70 mol/kmol or 7% H2S from its battery located at LSD 5-9-55-3 W6M to its existing Simonette sulphur recovery facility located at LSD 9-6-63-25 W5M. The proposed pipeline would be approximately 101 km in length with a maximum outside diameter of 324 millimetres (mm) and would be operated as a level-4 pipeline. The proposed pipeline would originate approximately 65 km northwest of Hinton and travel 101 km northeast to the Simonette sulphur recovery facility located approximately 120 km north of Hinton. The calculated Emergency Planning Zone (EPZ) for the proposed sour gas pipeline is 7 km. Additionally, there would be a 7 km EPZ radius for the existing plant and battery. Suncor has proposed constructing a 1.2 km pipeline connection to tie-in from its proposed pipeline at LSD 13-10-58-2 W6M to the existing Talisman Energy Inc. pipeline at LSD 14-9-58-2 W6M (not shown on map).
Suncor has also applied to construct and operate a new fuel gas pipeline in the same right-of-way (ROW) as the sour gas pipeline to provide fuel from the sulphur plant to operate various equipment incidental to the operation of the pipeline, such as Emergency Shut Down valves. A fuel line is also proposed along the 1.2 km tie-in pipeline. The maximum outside diameter of the proposed fuel gas pipeline would be 89 mm.

The Board notes that Suncor conducted its public consultation and notification program for the subject application through the period November 2003 to July 2004 and also advertised its proposal in the Grande Cache Mountaineer, the Fox Creek Times and the Edmonton Journal on February 3, 2004.
