Take Notice that the Alberta Energy and Utilities Board (EUB) and Alberta Environment (AENV) have received the applications indicated above and may continue to process these applications without further notice if no objections are received on or before November 5, 2004.
Nature of the Applications
EUB Application No. 1357024
Syncrude Canada Limited (SCL) has applied to the EUB pursuant to Section 13 of the Oil Sands Conservation Act to amend approval No. 8250, allowing SCL to extend the overburden storage area known as the "Fort Hills Overburden Disposal Site", which is located north of the existing Aurora North Mine. The proposed project (Project) footprint covers Section 22, Township 96, Range 10, West of the 4th Meridian. The Project footprint is located on Oil Sands Lease 7281020T52 currently held by Fort Hills Energy. Construction of the dump extension is expected to commence in the fourth quarter of 2004.

To File an EUB Submission
If you have an interest in this EUB application and wish to file a submission, you must file a written submission on or before November 5, 2004. Send one copy of your submission to SCL at the name and address given above and send a further copy of the submission to:

Notes
All submissions must contain the following information:
i) the submitter's desired disposition of the application;
ii) the facts substantiating the position of the submitter;
iii) the reasons why the submitter believes the EUB should decide in the manner advocated; and
iv) sufficient information to allow the EUB to determine whether the submitter may be directly and adversely affected by the EUB's decision on the application.
In accordance with Section 12 of the Alberta Energy and Utilities Board Rules of Practice, all documents filed in the proceeding must be placed on the public record unless otherwise ordered by the Board.
Submissions relating exclusively with compensation for land usage are not dealt with by the EUB, but may be referred to the Alberta Surface Rights Board.

Take Notice that under Section 73 of the Environmental Protection and Enhancement Act (EPEA), any person who is directly affected by the EPEA Application, or under Section 109 of the Water Act, objecting to amending Approval No. 00048398-00-00 of the Water Act application may submit a written statement of concern to:

Statements of concern under EPEA or the Water Act must be submitted on or before November 5, 2004. Please quote Application No. 18942-00-06 (EPEA) or Water Act Approval No. 00048398-00-00, File No. 27570 when submitting a statement of concern. If no statements of concern are received, the EPEA and Water Act Application may be approved without further notice. Failure to file a statement of concern may affect the right to file a Notice of Appeal with the Environmental Appeal Board. Note that any statements filed regarding these applications will become part of the public record and will be accessible to the public.
This Notice of Application is being distributed to advise interested persons that the applications are available for review and that the EUB and Alberta government Departments are now undertaking review of the applications.
