Take Notice that the Alberta Energy and Utilities Board (EUB/Board) will hold a public hearing of Applications No. 1451106 and 1459453 at the Lakeview Inns and Suites, 4305 – 50 Street, Drayton Valley, Alberta, commencing on Monday, March 12, 2007, at the hour of 6:00 p.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Application
West Energy Ltd (West) has applied to the EUB pursuant to Section 2.020 of the Oil and Gas Conservation Regulations (OGCR) for licences to drill two level-2 sour crude oil wells from the common surface location of Legal Subdivision (LSD) 4, Section 1, Township 50, Range 7, West of the 5th Meridian. More specifically, Application No. 1451106 is for a licence to drill a directional well from the common 4-1 surface location to a proposed bottomhole location of LSD 16-35-49-7W5M, and Application No. 1459453 is for a licence to drill a vertical well from the 4-1 location. The purpose of both proposed wells is to obtain crude oil production from the Nisku Formation.
Both wells are expected to contain 160 moles per kilomole (mol/kmol) (16 per cent) hydrogen sulphide (H2S). The related drilling, completion, and servicing emergency planning zones (EPZ) are expected to be 4.29 kilometres (km), while the suspended producing EPZ is expected to be 1.32 km. Both wells are to be located about 3.2 km west of the Hamlet of Rocky Rapids, Alberta.

To File a Submission
Any person intending to make a submission with respect to the hearing of Applications No. 1451106 and 1459453 shall file on or before 4:00 p.m. on the dates listed below. Send one copy of your submission to the applicant and ten copies to the EUB care of the application coordinator at the names and addresses listed above.

Notes
Any submission filed shall contain the following:
(a) a concise statement indicating
(i) the manner in which the intervener’s rights may be directly and adversely affected by a decision of the Board on the proceeding,
(ii) the nature and scope of the intervener’s intended participation,
(iii) the disposition of the proceeding that the intervener advocates, if any,
(iv) the facts the intervener proposes to show in evidence,
(v) the reasons why the intervener believes the Board should decide in the manner that the intervener advocates, and
(vi) the intervener’s efforts, if any, to resolve issues associated with the proceeding directly with the applicant;
(b) the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the intervener;
(c) if the intervener is represented by a representative, the name, address in Alberta, telephone number, fax number and, if available, e-mail address of the representative; and
(d) if the intervener is an unincorporated organization, the nature of the intervener’s membership.
If you have an interest in this matter, you are required to make a submission with respect to this application even if you have previously filed a submission with the Board or with West Energy Ltd. on this application.
If there are no submissions received, this hearing may be cancelled and the Board will continue to process the application without further notice or without a hearing.
Submissions relating exclusively to compensation for land usage are not dealt with by the Board but may be referred to the Alberta Surface Rights Board.
In accordance with Section 12 of the Alberta Energy and Utilities Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record unless otherwise ordered by the Board.
In accordance with Section 23.1 of the Alberta Energy and Utilities Board Rules of Practice, a person who intends to raise a question of constitutional law before the Board must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.
In accordance with Section 38 of the Alberta Energy and Utilities Board Rules of Practice, witnesses must give evidence under oath or affirmation.
