Take Notice that the Alberta Energy and Utilities Board (EUB) had scheduled a public hearing of Applications No. 1475525 and 1499441 at the Cremona Community Centre, 302 Centre Street, Cremona, Alberta, commencing on Wednesday, May 23, 2007, at the hour of 9:00 a.m. The Board received requests from interested parties to reschedule the hearing and it agreed to grant the request.
Therefore, Take Notice that the EUB will hold a public hearing of Applications No. 1475525 and 1499441 at the Cremona Community Centre, 302 Centre Street, Cremona, Alberta, commencing on Monday, July 9, 2007, at the hour of 9:00 a.m. All interveners to this proceeding must be present at the commencement of the hearing to register their appearance.
Nature of the Application 1475525
Taylor Processing Inc. (Taylor) has applied pursuant to Part 4 of the Pipeline Act for approval to construct and operate two natural gas pipelines and one high vapour pressure (HVP) pipeline. The first natural gas pipeline would transport gas containing no hydrogen sulphide (H2S) from the TransCanada Pipelines Ltd. (TCPL) Western Alberta System at Legal Subdivision (LSD) 1 of Section 23, Township 31, Range 5, West of the 5th Meridian to a tie-in point at Taylor's existing Harmattan-Elkton sulphur recovery facility at LSD 15-27-31-4W5M for the purpose of natural gas liquids recovery. The proposed pipeline would have an outside diameter of 610 millimetres (mm) and would be about 8.4 kilometres (km) in length. The second proposed natural gas pipeline would transport the residue gas containing no H2S from the Harmattan-Elkton sulphur recovery facility back to the TCPL sales system south of the Inter Pipeline Cochrane Extraction Plant at LSD 9-16-26-4W5M. The proposed pipeline would have an outside diameter of 610 mm and would be about 67.40 km in length. The proposed HVP pipeline would transport recovered liquids from the Harmattan-Elkton sulphur recovery facility to Taylor's existing Didsbury Loading Terminal at LSD 2-25-31-2W5M. The proposed pipeline would have an outside diameter of 168.3 mm, would be about 23.40 km in length, and would have an emergency planning zone of about 800 metres.
Nature of Application No. 1499441
Taylor has applied pursuant to Section 39 (1) (b) of the Oil and Gas Conservation Act requesting approval to amend Taylor's existing Harmattan-Elkton sulphur recovery facility at LSD 9-27-31-4W5M, Facility Licence No. 4285. Taylor has applied to add two 2240-kilowatt and one 6340-kilowatt compressors to the existing facility. The facility is designed to process 13,897.60 thousand cubic metres (103 m3) per day of natural gas containing a maximum H2S concentration of 4.5 mol/kmol (0.450 per cent), from which 11,274.3 103 m3 per day of sales gas, 3,971.4 cubic metres per day (m3/d) of ethane (C2), 1795.1 m3/d of propane (C3), 987.6 m3/d of butane (C4) and 1,118.4 m3/d of pentanes plus (C5+) are recovered. The facility is designed to recover about 81.30 tonnes per day of sulphur equivalent. The facility is located approximately 27 km west of Didsbury and 15 km north of Cremona.
