AMENDMENT TO NOTICE OF PREHEARING MEETING

The Energy Resources Conservation Board (ERCB/Board) has decided to hold a public hearing to consider the above applications. In addition, the ERCB will hold a prehearing meeting concerning the above application at the Longview Community Hall, 107B Morrison Road, Longview, Alberta, on Tuesday, March 18, 2008, commencing at 10:00 AM. The matters to be considered include, but would not be limited to:
- establishing the scope and purpose of the hearing, including relevant issues to be examined,
- establishing the timing and location of the public hearing,
- identifying the procedures to be used in the hearing,
- identifying the participants and their roles in the hearing,
- discussing the funding of the participants, and
- any other matters as necessary.
This prehearing meeting is not being held to hear evidence or argument pertaining to the merits of the applications or objections; it is to obtain parties’ views on the topics listed above. Parties will be given an opportunity to present evidence, cross-examine witnesses, and make arguments regarding the merits of the applications at the public hearing of the application.
Nature of the Applications
Petro-Canada has applied pursuant to Section 2.020 of the Oil and Gas Conservation Regulations for licences to drill eleven Level 2 gas wells from six different surface locations; pursuant to Section 7.002(1) of the Oil and Gas Conservation Regulations for a licence to construct and operate one multiwell gas battery; and pursuant to Part 4 of the Pipeline Act for approval to construct and operate two pipelines.
The purpose of the proposed wells, facility, and pipeline is to obtain, process, and transport gas from the Rundle Group. The project would be located about 26 kilometres (km) west of the Town of Longview. The closest of the proposed wells would be located approximately 2.2 km north of the Eden Valley Reserve No. 216.
Application No. 1520388
Application for one multiwell gas battery proposed to be constructed at a surface location in Legal Subdivision (LSD) 11 of Section 8, Township 17, Range 4, West of the 5th Meridian. The maximum hydrogen sulphide (H2S) content of the inlet gas would be 150 moles per kilomole (mol/kmol) (15.0 per cent), with a maximum continuous sulphur emission rate of 0.02 tonnes per day, and a maximum EPZ of 5.47 km.

Application for one pipeline to transport natural gas from a proposed well at LSD 10-2-18-5W5M to an existing pipeline tie-in at LSD 2-22-14-4W5M. The pipeline would be about 56.57 km in length and with an outside diameter (OD) ranging from 88.9 millimetres (mm) to 273.1 mm. The pipeline would also include line sections to tie-in existing and proposed wells. The proposed pipeline would transport natural gas with a maximum H2S content of 150 mol/kmol (15.0 per cent) and would operate as a Level 3 facility.
This application also includes one pipeline to transport natural gas from an existing pipeline tie-in at LSD 2-22-14-4W5M to a proposed well at LSD 10-2-18-5W5M. The pipeline would be about 56.57 km in length and with an OD ranging from 60.3 mm to 88.9 mm. The pipeline would also include line sections to tie-in existing and proposed wells. The proposed pipeline would transport natural gas with a maximum H2S content of .0.0 mol/kmol (0.0 per cent) and would be constructed parallel to the above proposed pipeline.
In addition to the above pipelines, this application includes an alternative route that would include alignments changes to the proposed routes. The modified pipeline route would be about 56.37 km in length and the starting and ending points, OD, and substance would remain the same.
Applications No. 1517148 and 1520922
Applications for two directional Level 2 gas wells proposed to be drilled from an existing surface location in LSD 10-25-17-5 W5M to projected bottom holes located in LSD 2-25-17-5W5M and LSD 7-25-17-5W5M.
Application No. 1517151
Application for one directional Level 2 gas well proposed to be drilled from a surface location in LSD 2-19-17-4W5M to a bottom hole location in LSD 12-18-17-4W5M. This surface location would be adjacent to surface location for Applications No. 1517160 and 1520923.
Applications No. 1517158, 1517161, and 1517162
Applications for three directional Level 2 gas wells proposed to be drilled from a common surface location in LSD 10-2-18-5W5M to bottom hole locations in LSD 13-36-17-5W5M, LSD 2-11-18-5W5M, and LSD 6-2-18-5W5M.
Applications No. 1517168 and 1517170
Applications for two directional Level 2 gas wells proposed to be drilled from an existing surface location in LSD 6-15-18-5W5M to bottom hole locations in LSD 2-11-18-5W5M and LSD 4-22-18-5W5M.
Application No. 1517176
Application for one directional Level 2 gas well proposed to be drilled from an existing surface location in LSD 7-7-17-4W5M to a bottom hole location in LSD 7-6-17-4W5M.
Applications No. 1517160 and 1520923
Applications for two directional Level 2 gas wells proposed to be drilled from an surface location in LSD 3-19-17-4W5M to bottom hole locations in LSD 16-24-17-5W5M and LSD 5-19-17-4W5M. This surface location would be adjacent to surface location for Applications No. 1517151.
For all eleven proposed wells, the maximum H2S concentration expected to be encountered would be 145.8 mol/kmol (14.58 per cent); the maximum cumulative drilling, completion/ servicing and suspended/drilling H2S release rate would be 0.59 cubic metres per second (m3/s), and the corresponding emergency planning zone (EPZ) for each well would be 1.61 km.
All of the above noted applications are currently under review with the ERCB to determine technical and regulatory completeness.

Filing of Submissions Respecting the Prehearing Meeting
As indicated above the intent of the prehearing meeting is to receive participant input on:
- the scope and purpose of the hearing, including relevant issues to be examined,
- the timing and location of the public hearing,
- the procedures to be used in the hearing,
- the participants and their roles in the hearing,
- the funding of the participants, and
- any other matters as necessary.
The Board requests interested parties to file submissions outlining their positions on the above matters by 4:00 PM, March 11, 2008. To file a written submission to the prehearing meeting, please provide a copy of the complete submission to the Applications Coordinator, Marty Douglas and one copy to Petro-Canada. Parties are advised that the Board may cancel the pre-hearing meeting if the submissions filed adequately address the issues identified above.
With respect to possible hearing dates the Board notes that it would be available from July 14, 2008 through to July 19, 2008 inclusive. In their written submissions, parties are asked to comment on the suitability of these dates.
In accordance with Section 13 of the Energy Resources Conservation Board Rules of Practice, all documents filed in respect of this proceeding must be placed on the public record unless otherwise ordered by the Board, subject to the Freedom of Information and Protection of Privacy Act.
In accordance with Section 25 of the Energy Resources Conservation Board Rules of Practice, a person who intends to raise a question of constitutional law before the Board in this proceeding must give notice in accordance with Section 12 of the Administrative Procedures and Jurisdiction Act and its regulation.
