STAKEHOLDER CONSULTATION DOCUMENT FOR THE REVIEW OF SULPHUR RECOVERY GUIDELINES

This is to advise all operators that the Alberta Energy and Utilities Board (EUB) has today posted on its website a stakeholder consultation document related to the Review of Sulphur Recovery Guidelines announced on 20 May 1999 by GB 99-10.

The purpose of the review is to clarify how the guidelines apply to older sour gas plants and to other facilities where sour or acid gases are handled. It is the Board's view that clarification is required for fair and consistent application of the existing guidelines. As described in General Bulletin 99-10, the objectives of the review were established to update and/or clarify:

  • sulphur recovery requirements for grandfathered sour gas plants,
  • the application of sulphur recovery guidelines to other facilities, and
  • proliferation guidelines for small gas plants and other facilities.

Deadline to provide comment to the EUB on this review is 15 December 1999. Comments should be sent to Mr. Kim Eastlick, EUB Environment, Safety and Technical Services, 640 5th Avenue S.W. Calgary, Alberta T2P 3G4, or via e-mail to kim.eastlick@eub.gov.ab.ca

The scope of the review does not include revision of the current sulphur recovery guideline values, nor does it include development of sulphur recovery guidelines for power station (electric generation) flue gas streams.

Alberta Environment (AENV) is participating in this review of the sulphur recovery guidelines as it regulates many of the facilities covered by these guidelines.

The consultation document has been prepared as part of the Board's and AENV's ongoing commitment to a multistakeholder review process that consults with the public and industry stakeholders and assists stakeholders in providing input and recommendations. The document provides background on the issues that the Board and AENV intend to address, as well as a discussion of alternatives that could be considered to clarify the sulphur recovery guidelines. The document does not represent a draft position of the decisions on the matters to be addressed.
