EUB AND NRCB ISSUE REPORT FROM PREHEARING MEETING DUNVEGAN HYDROELECTRIC PROJECT
Calgary, Alberta (July 24, 2001) The Alberta Energy and Utilities Board (EUB) and the Natural Resources Conservation Board (NRCB) issued a report today concerning a prehearing meeting held on June 16, 2001 in Fairview, Alberta. The purpose of the meeting was to deal with preliminary matters that would facilitate the later EUB/NRCB public hearing to consider an application from Glacier Power Ltd. (Glacier) for approval to construct and operate an 80-megawatt hydroelectric facility on the Peace River upstream of the Dunvegan Bridge. The EUB and NRCB are conducting a joint review of Glacier's application in order to provide for an efficient and effective review process.
In its report, the joint EUB/NRCB Panel noted a number of issues that need to be addressed at the hearing. These issues include, among others, the impact of the proposed project on
- the flow of the Peace River, including the potential for slumping and erosion, and impacts to other users,
- the ice regime of the Peace River and associated impacts of flooding and vehicular access across the river (ferries and ice bridges),
- fish movements and fish populations, and
- terrestrial wildlife populations and associated habitat.
The Panel also recognized that other issues may arise during the hearing. The Panel is prepared to consider these issues on their merits provided they fall within its jurisdiction.
The report also confirmed the hearing date and location. In consideration of the views and evidence presented at the prehearing meeting the Panel has determined the hearing will commence in Fairview, Alberta on October 2, 2001. This date was chosen to allow time for the exchange and review of additional information among participants. A joint EUB/NRCB notice of hearing will be issued in the near future.
